China Electronics Import and Export Corporation (Tender Agency), commissioned by the Economic Construction Department of the Ministry of Finance and the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission (Tenderers), will conduct a domestic open tender for the "High-efficiency Lighting Product Promotion Project".

IV. Project Description
According to the "Notice of the State Council on Issuing the Comprehensive Work Plan for Energy Conservation and Emission Reduction" (Guofa [2007] No. 15) and the "Interim Measures for the Administration of Financial Subsidy Funds for the Promotion of High-Efficiency Lighting Products" (Caijian [2007] No. 1027) issued by the Ministry of Finance and the National Development and Reform Commission, during this period the State supported the replacement of incandescent lamps and other inefficient lighting products in use with high-efficiency lighting products through financial subsidy funds, in order to accelerate the promotion and use of high-efficiency lighting products. The subsidy funds are provided through an indirect subsidy method, with the financial subsidies granted to the winning enterprises, which then sell to end users at the price of the winning agreement supply price minus the financial subsidy funds. The ultimate beneficiaries are large-volume users and urban and rural residents.
This tender aims to determine the enterprises, products, and agreed supply prices (the prices for installation to households) for the promotion of high-efficiency lighting products that receive financial subsidies. The winning enterprises will cooperate with local energy conservation authorities and financial departments to implement the specific promotion tasks and regional task allocations issued by the State. This tender focuses on promoting low-mercury products, requiring clean production and strengthening the recycling and treatment of waste fluorescent lamps; the promotion regions are tilted toward rural markets, with the principle that the promotion ratio in rural and economically underdeveloped regions shall not be less than 60%.

根据《国务院关于印发节能减排综合性工作方案的通知》（国发[2007]15号）及财政部、国家发展改革委《高效照明产品推广财政补贴资金管理暂行办法》（财建[2007]1027号）， 期间国家通过财政补贴资金支持高效照明产品替代在用的白炽灯和其他低效照明产品，加快高效照明产品的推广使用。补贴资金采取间接补贴方式，由财政补贴给中标企业，再由中标企业按中标协议供货价格减去财政补贴资金后的价格销售给终端用户，最终受益人是大宗用户和城乡居民。
本次招标为确定财政补贴的高效照明产品推广企业、产品及协议供货价格（安装到户的价格）。中标企业根据国家下达的推广任务和地区任务分配情况，配合地方节能主管部门、财政部门具体实施。本次招标重点推广低汞产品，要求清洁生产，加大废旧荧光灯回收处理工作；推广地区向农村市场倾斜。
