Huai'an Telecom Achieves Results in Energy Saving and Emission Reduction in 2010

  China Telecom Huai'an Branch has implemented the binding targets stipulated in the 11th Five-Year Plan: "to reduce energy consumption per unit of GDP by approximately 20% and reduce total emissions of major pollutants by 10%." Driven by both telecom management energy saving and technical energy saving, advancing side by side, in 2010, energy saving and emission reduction achieved good results again.

  Huai'an Branch vigorously promotes technical energy saving measures and management energy saving methods, reasonably implementing energy saving and emission reduction. In terms of specific measures for energy management and technical energy saving, the focus is on efforts in four aspects:

  Equipment Capacity Reduction and Power-Down. For switch equipment user ports, capacity reduction is carried out in units of user frames and user racks as much as possible. Where technically permitted, the empty user frames of the switch are removed and the entire frame is powered down; where technically not permitted, the method of emptying user boards is adopted, so that the actual installation rate after capacity reduction reaches 85%—95%; some data and transmission old equipment were retired from the network and consolidated, reducing 4,230 user boards, and 128 racks of data and transmission old equipment were powered down, achieving significant power-saving effects.

Computer room environment optimization. Standardize the set temperature of computer room air conditioners. According to the temperature and humidity requirements of different computer room categories and equipment, cancel the heating function of some computer room air conditioners, reasonably determine the computer room air conditioner temperatures in line with equipment operating requirements, with the set points fixed at 24°C for backbone computer rooms, 22°C for IDCs, 26°C for end offices, and 28°C for module offices/access networks. Install temperature-fixing devices for dedicated split-type air conditioners in computer rooms, and complete the installation and use of fresh-air systems for air conditioners; carry out energy-saving partitions in spacious computer rooms to improve the efficiency of air conditioner use, addressing the problem of energy waste caused by large computer room areas with relatively few operating equipment.

Strengthen electricity bill verification. For all electricity consumption sites, especially those with questionable usage, organize regular or irregular electricity inspections. For detected behaviors such as electricity theft, take prompt and effective measures addressing the underlying causes to plug all kinds of leakages. Conduct relatively accurate investigations and verifications of electricity consumption at each station site, keeping a clear picture of monthly electricity usage. Install specially-made lead seals bearing telecom marks on meters to prevent electricity theft. Last year, the municipal company organized 49 inspections and checked 211 station sites.

Renovation of computer room lighting. In conjunction with computer room renovation and standardization efforts, remove unreasonably configured lighting fixtures, adjust fixtures to the space between two rows of racks, and replace multi-tube fixtures with single-tube fixtures, thereby improving the lighting effect while reducing the number of fixtures. Computer room lighting adopts zone control and centralized power strip switches, enabling lights to be switched off at any time. The dynamic environment monitoring system is used to periodically check the temperature and humidity of computer rooms and the lighting status of unattended computer rooms. Strengthen office electricity management, optimize the configuration of lighting fixtures in office areas, and configure the number of tubes according to actual illumination requirements, saving nearly one-third of the building's office lighting electricity consumption.
