Tender Overview
Tendering Entity: Wumart Technology Group Co., Ltd.
Scope of Tender: Outdoor fixed light boxes, illuminated signs, and metal-framed light boxes (including refurbished older‑style light boxes) on the exterior facades of Wumart supermarket buildings, covering structural steel frames, anchoring components, supporting connectors, panel assemblies, electrical wiring, waterproofing and insulation, as well as high‑altitude fixing points—subject to comprehensive safety inspections.
Service Area: Beijing–Tianjin–Hebei region.
This project does not accept joint venture bids.
The tenderer does not guarantee awarding the contract at the lowest bid price.

Eligibility Requirements
Qualification Criteria: The company must have been established for at least three years, with registered capital of no less than RMB 5 million, and possess valid bank account opening permits, among other requirements.
Must hold either a CMA Accreditation Certificate for Testing and Inspection Institutions (covering structural testing and steel structure-related projects) or a CNAS accreditation certificate (with scope including structural safety assessments).
Provide evidence of similar structural inspection projects completed within the past three years (including the first page of the contract, the service scope page, and pages bearing both parties’ seals). Priority will be given to applicants with experience in outdoor advertising signage safety inspections.
Submit the “Enterprise Credit Report” downloaded from the Credit China website, along with a self‑prepared “Business Reputation Commitment Letter” (certifying no major safety incidents or adverse litigation records), both stamped with the official seal.
Provide proof of legal representative identity (including contact phone number and email address). Authorized representatives must present a Power of Attorney, a copy of their ID card (with contact information), and a recent three-month Social Security Certificate issued by the local social security bureau.
All submitted documents must be originals for on-site verification; originals will be retained after review.

On-site Qualification Review: Bidders should first scan the QR code below to register, then send the sealed registration materials to the designated email address for preliminary review. Await confirmation via email and consult with Liu Yuanjing (Tel: 13911643467) to arrange an on-site original document verification appointment. During qualification review, bidders must present all original documents listed under “Eligibility Requirements.”
Registration in the Wumart Tender Management System: After passing the on-site qualification review, use Google Chrome to register on the Wumart Tender Management System (https://bidding.wumart.com). Successful registration confirms system approval.
Online Project Registration: Registered bidders can proceed with registering for this project through the Wumart Tender Management System, uploading scanned copies of all “Eligibility Requirements” documents bearing official seals.
Payment of Bid Bond and Tender Fee: Suppliers who have completed online project registration must pay a combined bid bond and tender fee totaling RMB 20,200 (Twenty Thousand Two Hundred Yuan) online. Specifically:
(1)The bid bond amounts to RMB 20,000 (Twenty Thousand Yuan); if unsuccessful and no breach occurs, the bond will be refunded without interest to the original payment account.
(2)The tender fee is a one-time payment of RMB 200 (Two Hundred Yuan).
