15 Luminaire Models Failed Inspection and Made the List! Major Spot Check in Guangdong
On October 29, the Guangdong Provincial Administration for Market Regulation issued the “Notice on the Results of Follow-up Supervisory Spot Checks for 34 Categories of Products, Including Household Appliances, in 2025” (No. 132 of 2026).
In the area of lighting sources and luminaires, 15 non‑compliant products were identified, with 6 detected through online channels (3 on Tmall, 1 on Douyin, 1 on JD.com, and 1 on Kuaishou) and 9 found offline.
Looking at the non‑compliant items, issues fall into two main categories:
The first concerns “safety fundamentals.” This includes insulation resistance and dielectric strength after moisture exposure, protection against accidental contact with live parts, mechanical strength, external and internal wiring (including cord‑grip fixtures), protection against electric shock, labeling, structural design (including blue light hazard considerations), grounding requirements, and interchangeability—covering a range of safety standard criteria.
The second relates to “hidden compliance issues.” These involve disturbance voltage at the power inlet, radiated emissions (30 MHz–1 GHz), harmonic currents, and energy efficiency class (luminous efficacy).
List of Non‑Compliant Products and Their Manufacturers/Sellers

Specifically, harmonic currents were found to be non‑compliant in 11 cases. Many companies had issues related solely to this single criterion, affecting products such as LED bulbs, panel lights, floodlights, stage lights, and recessed fixtures—making it the most frequently cited non‑compliance in this round. This highlights persistent disparities in compliance across the industry, particularly in driver design and system integration.
Excessive harmonic currents not only accelerate line heating and aging but also fail to meet grid‑connection requirements. Driver manufacturers must redefine “off‑the‑shelf components” as “compliant core parts,” and ensure they hold valid CCC certification.
In the past, the industry’s understanding of “quality” often focused on perceptible metrics like luminous efficacy, color temperature, CRI, and energy efficiency. However, regulatory data from 2025–2026 reveal a clear shift: safety‑related areas—such as protection against electric shock, internal and external wiring, cord‑grip fixtures, and structural integrity—remain frequent trouble spots, indicating that cost‑cutting practices in wire specifications, insulation treatments, and driver isolation have yet to be fundamentally addressed. Meanwhile, EMC indicators like harmonic currents, disturbance voltage, and radiated emissions are emerging as new high‑frequency sources of non‑compliance.
Furthermore, examining the types of companies involved, this round of non‑compliant products comes from both small and medium‑sized lighting manufacturers as well as well‑known brands. The responsibility of lighting fixture producers is expanding beyond factory inspection to include ongoing post‑IPO monitoring and defect response, moving toward “full lifecycle traceability.”
In response to these findings, the Guangdong Provincial Administration for Market Regulation has ordered manufacturers and sellers to cease sales of the non‑compliant products identified in this spot check and has entered the list of non‑compliant items into its supervisory database.
