Major adjustment! Explosion-proof mining Luminaire will no longer be subject to China Compulsory Certification.
On November 2, the State Administration for Market Regulation issued an announcement stating that, to further optimize the regulatory mechanism for explosion-proof electrical products used in mines, mandatory product certification will no longer be enforced for such products as of the date of this announcement, and designated certification bodies shall cancel any existing mandatory product certification certificates.
According to the announcement, a total of 18 product categories are included in the catalog of explosion-proof electrical products for mining that will no longer be subject to mandatory product certification. These include explosion-proof luminaires and control devices for mining.

Why the Adjustment?
The State Administration for Market Regulation’s new media account provided an explanation: “For a long time, the two systems—China Compulsory Certification (CCC) and the Mine Product Safety Mark—have played important roles in ensuring the quality and safety of explosion-proof electrical products for mining and strengthening source control over high-risk products. To implement the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and promote the development of a market access system aligned with the national unified market, mandatory CCC certification will no longer apply to explosion-proof electrical products for mining, steadily and orderly creating a more convenient market access environment and fully stimulating the vitality of various business entities.
It is understood that there have been two sets of准入 requirements for this category: one is the CCC administered by the State Administration for Market Regulation, and the other is the Mine Product Safety Mark issued by the Mine Safety Supervision System.
As a result, companies had to undergo dual certification, obtain two sets of certificates, conduct two rounds of testing, and bear double the costs. Therefore, the removal of the CCC requirement represents an effort to eliminate duplication.
Do We Still Need the Safety Mark?
Official guidance clarifies: Explosion-proof electrical products for mining must obtain the Mine Product Safety Mark before they can be put into use.
In other words, while the CCC has been phased out, the Mine Product Safety Mark remains mandatory.
What Are the Impacts on Explosion-Proof Luminaires and Control Devices for Mining?
Explosion-proof luminaires and control devices for mining are core lighting and ancillary electrical components in high-risk underground environments. These products are primarily used in coal mine tunnels, working faces, electromechanical chambers, and excavation and transportation equipment where risks of methane and coal dust explosions exist.
Removal of the CCC does not mean lowering safety standards. For manufacturers of explosion-proof LED lighting for mining, the certification process has been simplified, and testing costs and timelines have decreased. However, technical requirements regarding explosion-proof performance, electrical protection, and reliability in underground conditions have not been relaxed. The MA safety mark remains a strict prerequisite, and companies must continue to rigorously adhere to relevant mine safety standards in design, type testing, and production management, shifting their mindset from “inspection compliance” to “operational condition awareness.”
