MIIT: Focusing on Expanding the Supply of High-Quality Consumer Goods
Recently, the State Council Information Office held a series of thematic press conferences titled “Getting Off to a Strong Start in the 15th Five-Year Plan Period,” providing updates on efforts to fully implement the 15th Five-Year Plan and accelerate the advancement of new‑type industrialization. Vice Minister of Industry and Information Technology Xin Guobin attended the conference, joined by Yao Jun, Director-General of the Planning Department, and Liu Yulin, Director-General of the Information and Communications Development Department, to present relevant details and answer questions from reporters.
Mr. Xin Guobin noted that the consumer goods industry is a traditional strength of China and a vital sector for people’s livelihoods, serving as an important cornerstone for strengthening the real economy. From January to July this year, the value added of large‑scale consumer goods enterprises grew by 4.5% year over year, accounting for 26.1% of the total value added of all large‑scale industries—a significant share, slightly more than one quarter. Since the beginning of this year, the Ministry of Industry and Information Technology has aligned its work with the public’s aspirations for a better life, formulating the 15th Five-Year Plans for consumer sectors such as light industry, textiles, pharmaceuticals, and biomanufacturing. It has also developed action plans to guide the optimization and upgrading of the light industry and textile industries through standardized practices, continuously improving the policy framework for the consumer goods sector. Additionally, the ministry has identified and promoted 293 enterprise brands and 119 regional brands as “China’s Famous Consumer Products,” while releasing 1,021 upgraded and innovative consumer goods, effectively enriching consumers’ shopping baskets and ensuring that high‑quality offerings across various industries better meet the quality‑of‑life needs of countless households.
During the 15th Five-Year Plan period, the Ministry of Industry and Information Technology will focus on three key areas to satisfy the public’s growing demand for higher‑quality, diversified, and personalized consumption.
First, we will vigorously expand the supply of high‑quality consumer goods. We will deepen implementation of the “AI Plus Three‑Product” special initiative—namely, increasing product variety, enhancing product quality, and building strong brands—which has been pursued consistently over many years. We will accelerate the development of outstanding textile and apparel brands, promote cross‑brand interoperability in smart home devices, and make home life more comfortable, healthier, convenient, and intelligent. Given the wide array of household appliances in most homes, which often come from different manufacturers, this effort is particularly important. At the same time, we will focus on popular areas of public interest, vigorously developing specialty consumer products such as health foods, sports equipment, and educational toys, while strengthening standards in smart home technologies, senior‑care products, and infant‑and‑toddler items, so that consumers can shop with confidence, eat safely, and use products comfortably.
Second, we will work to enhance the international influence of Chinese consumer brands. Although China boasts strong production capacity, brand influence remains a weak point. Therefore, during the 15th Five-Year Plan period, we will devote greater effort to this area. We will launch the “Four Hundreds” communication and promotion campaign—featuring 100 recommended ambassadors for China’s famous consumer products, 100 short documentary series, 100 AI‑animated dramas, and 100 experiential travel routes—to vividly showcase the craftsmanship, quality, and technological expertise behind these renowned brands. As the saying goes, “A golden cup or silver cup pales in comparison to the word of mouth of the people.” We welcome active participation and contributions from consumers nationwide. This endeavor requires the concerted efforts of the entire society—working together to promote and pass on China’s fine cultural traditions, thereby continuously elevating the global recognition and reputation of Chinese consumer brands. We are confident that we can achieve this goal.
Third, we will strive to enrich and diversify new consumption scenarios. We will issue and implement policy documents aimed at the high‑quality development of historically significant industries, accelerating the deep integration of manufacturing, commerce, tourism, and sports to create premium “Guochao” (national trend) products that combine practical functionality, fashionable aesthetics, and cultural depth. We will organize nationwide campaigns promoting famous consumer products, bringing high‑quality goods into government offices, communities, commercial districts, scenic spots, train stations, airports, and other venues, while launching interactive programs such as production tours, hands‑on experiences, and quality‑assessment activities, continually expanding lifestyle options that are both enjoyable, engaging, and accessible. The future looks bright!
The Ministry of Industry and Information Technology emphasized: “We must vigorously expand the supply of high‑quality consumer goods and strengthen standards in areas such as smart home devices, senior‑care products, and infant‑and‑toddler items.” As an integral part of the consumer goods industry, the lighting sector demonstrates robust innovation and strong brand resilience. Over the past five years, 24 lighting products have been included in the Guide to Upgraded and Innovative Consumer Goods; additionally, three lighting brands have successfully made it onto the list of “China’s Famous Consumer Products” for 2025. Looking ahead, the lighting industry will continue to leverage standardization and innovation to contribute even more to fulfilling the public’s aspiration for a beautiful lighting environment.
