Technology Empowers East–West Collaboration | Mayor Du Xuliang Leads Hangzhou Delegation to Visit Siwei Ecology’s Kangding Plant Factory

From September 9 to 11, Du Xuliang, Deputy Secretary of the Hangzhou Municipal Party Committee and Mayor of Hangzhou, led a Hangzhou delegation to Garze Prefecture in Sichuan Province to coordinate paired‑assistance efforts. During the visit, they paid a special inspection to the Kangding Digital Smart Strawberry Plant Factory, built by Siwei Ecology. This high‑altitude plant factory is one of Hangzhou’s industrial aid projects and serves as a practical model for Siwei Ecology’s use of digital smart agriculture to support east–west collaboration. Zhao Bo, Secretary of the Garze Prefectural Party Committee, and Yang Hongshou, Governor of the prefecture, attended related events.

A Plant Factory on the Plateau

The Kangding Digital Smart Strawberry Plant Factory is located in Kangding City, Garze Prefecture. By leveraging LED artificial lighting, intelligent environmental control, three‑dimensional cultivation, and data‑driven management, it enables strawberries and other crops to overcome climatic and geographic constraints, achieving stable year‑round production.

A “Win‑Win” Model for All Four Parties in an Aid Project

Kangding Siwei Ecological Technology Co., Ltd. has developed a strawberry plant‑factory model based on intelligent cultivation, with yields up to 20 times those of traditional greenhouses.

The project operates under a four‑party win‑win framework—government investment and construction, village collective ownership, enterprise operation, and shared profits. Once fully operational, it is expected to boost local village collective incomes by more than RMB 1.8 million annually, shifting paired assistance from “blood transfusion” to “hematopoiesis.”

During the inspection, Du Xuliang emphasized that fostering self‑sustaining capacity should be regarded as a fundamental solution. He urged close integration of project development with job creation, income growth, and improved living standards, ensuring that local residents enjoy increasingly prosperous lives.

Since Hangzhou established its pairing relationship with Garze Prefecture in 2021, fruitful results have been achieved through mutual assistance. Moving forward, both sides will continue to deepen cooperation in industries, talent development, and other fields, delivering high‑quality paired‑assistance work and jointly creating a new benchmark for east–west collaboration in the new era. Meanwhile, Siwei Ecology will persist in leveraging technological innovation to support rural revitalization and balanced regional development.
