Implementation Rules for Quality Supervision Spot Checks of Four Categories of Lighting Products Have Been Released

Recently, the website of the State Administration for Market Regulation published the “Announcement on the Issuance of Implementation Details for Quality Supervision Spot Checks of 173 Product Categories, Including Refrigerators (and Freezers)” (hereinafter referred to as the “Announcement”). Among these, implementation details for national quality supervision spot checks are provided for four categories of lighting products: fixed general-purpose luminaires, portable general-purpose luminaires (including reading and writing desk lamps), recessed luminaires, and explosion-proof luminaires (hereinafter referred to as the “Implementation Details”). The Announcement clarifies that market regulation authorities at all levels may directly apply these details when conducting product quality supervision spot checks; concurrently, previously issued implementation details for the same product categories are hereby repealed.

Quality is the lifeline of enterprises and the cornerstone of high-quality industry development. The release of this new edition of the Implementation Details not only represents a key measure by the state to thoroughly implement the “Outline for Building a Country Strong in Quality” and deepen product quality and safety oversight, but also serves as a rallying call to drive and guide the lighting industry toward comprehensive improvements in product quality through stringent standards. We have reviewed the differences between the 2026 version of the details and earlier editions, helping lighting companies accurately align with policy directions and integrate “quality enhancement” into their corporate DNA.

Upgraded Testing Standards Strengthen the Foundation of Quality

The most notable change in the new Implementation Details lies in the upgraded testing standards. Older standards have been phased out, replaced by the latest national standards—featuring higher technical requirements and better alignment with the current stage of industrial development—thereby setting a higher benchmark for product quality improvement.

First, the safety standards have been updated to the 2023 edition. In the implementation details for fixed general-purpose luminaires, portable general-purpose luminaires (including reading and writing desk lamps), and recessed luminaires, the standards governing test methods for safety aspects such as structure, protection against electric shock, and heat and fire resistance have been revised to the recommended national standards GB/T 7000.1—2023 “Luminaires—Part 1: General Requirements and Tests” and GB/T 7000.204—2023 “Luminaires—Part 2-1: Special Requirements.” Notably, for the first time, GB 43472—2023 “Safety Requirements for Luminaires and Power Supply Rail Systems for Luminaires” has been incorporated into the criteria for evaluating fixed general-purpose luminaires. This addition will elevate the overall safety and quality of relevant lighting products, proactively preventing potential risks.

Second, energy efficiency standards have been iteratively updated. For both fixed general-purpose luminaires and recessed luminaires, the applicable standard for energy efficiency testing is now GB 30255—2026 “Energy Efficiency Limit Values and Energy Efficiency Grades for LED Products Used in Indoor Lighting.” The implementation of this new energy efficiency standard will directly promote improvements in luminous efficacy and energy-saving performance among indoor LED lighting products.

Third, requirements related to light health have been strengthened. In the new Implementation Details, the testing methods for shading, illuminance, and color rendering in “reading and writing desk lamps for children and adolescents” have been upgraded from recommended standards to the mandatory standard GB 40070—2021 “Hygiene Requirements for Myopia Prevention in Learning Supplies for Children and Adolescents.” At the same time, the “noise” criterion has been removed. This combination of increased rigor and reduced requirements directly addresses photobiological safety and light quality, thereby strongly supporting the high-quality development of the market for reading and writing desk lamps intended for children and adolescents.
