Measuring photobiological hazards is a critical method for assessing the degree of human exposure to artificial light sources. This process is based on the IEC 62471 series standards—adopted in China as GB/T 20145-2006—and covers six major hazard categories, including ultraviolet, blue light, and thermal effects, along with four risk levels ranging from RG0 to RG3. It applies to continuous and pulsed light sources and luminaires across the ultraviolet, visible, and infrared spectra. In practice, measurements face numerous challenges, such as selecting appropriate field-of-view angles and test distances, aligning brightness measurements for small light sources, identifying maximum hazard zones, synchronizing special triggers for pulsed sources, and controlling stray light to ensure accuracy. A complete measurement system typically comprises a wide-band spectral radiometer, optical receiving accessories, a multi-axis adjustment turntable, and automated analysis software.
This presentation will begin with an overview of photobiological safety standards, explain their measurement principles and key difficulties, and share typical measurement systems and real-world case studies.

Deputy Director of the Optoelectronics Research Institute
Dr. Yang specializes in research and development related to standard radiation sources, photobiological safety testing, automotive lighting inspections, and display measurement equipment, while actively participating in the formulation of relevant standards. He earned both his bachelor’s and doctoral degrees in Optical Engineering from Zhejiang University and obtained a joint PhD in Applied Physics from the Royal Institute of Technology in Sweden.
