The bid opening meeting for the High-Efficiency Lighting Product Promotion Project will be held on the 25th

At 9:00 a.m. on May 25, 2011, the China Electronics Import & Export Corporation (the bidding agency), commissioned by the Economic Construction Department of the Ministry of Finance and the Resource Conservation and Environmental Protection Department of the National Development and Reform Commission (the principals), held the bid opening meeting for the High-Efficiency Lighting Product Promotion Project at the Beijing Grand Palais Hotel. A total of 48 enterprises participated in the bidding on site, with 42 enterprises participating in the bidding for self-ballasted fluorescent lamps for general lighting, 28 enterprises participating in the bidding for tri-phosphor high-frequency double-ended fluorescent lamps and brackets (high-frequency T5 or high-frequency T8), and 8 enterprises participating in the bidding for high-pressure sodium lamps.

Pursuant to the "Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction" (Guofa [2007] No. 15) and the "Interim Measures for the Administration of Financial Subsidy Funds for the Promotion of High-Efficiency Lighting Products" (Caijian [2007] No. 1027) issued by the Ministry of Finance and the National Development and Reform Commission, during this period, the state supported the replacement of in-service incandescent lamps and other inefficient lighting products with high-efficiency lighting products through financial subsidy funds, accelerating the promotion and use of high-efficiency lighting products. The subsidy funds are provided by way of indirect subsidies, with the financial subsidies granted to the winning enterprises, which then sell the products to end users at the supply price under the winning bid agreement minus the financial subsidy funds. The ultimate beneficiaries are bulk users and urban and rural residents.


  This tender aims to determine the enterprises, products, and agreed supply prices (installation-to-household prices) for the promotion of high-efficiency lighting products under financial subsidies. The winning enterprises will work with local energy-saving authorities and financial departments to implement the specific tasks based on the promotion tasks assigned by the state and regional task allocation. This tender focuses on promoting low-mercury products, requires clean production, and strengthens the recycling and treatment of waste fluorescent lamps. The promotion areas will be tilted toward rural markets, with the principle that the promotion proportion in rural and economically underdeveloped areas shall not be less than 60%.
