On October 9, the Guangdong Provincial Administration for Market Regulation issued a notice on the results of the 2025 quality supervision sampling inspection of 13 product categories.

Among them, in the area of lighting sources and luminaires, three products were found to be non‑compliant. The non‑conformities involved Harmonics / THD and external and internal wiring (safety standard items).

According to the notice, an “LED recessed spotlight” labeled as manufactured by Zhongshan Dengjia Lighting Co., Ltd. was found non‑compliant due to issues with its external and internal wiring, and it was sold on Douyin.

The main reasons for this non‑compliance include insufficient wire gauge, substandard insulation layers, and defects in the wire‑fixing structure. With prolonged use, such products are prone to overheating, insulation breakdown, and during installation or maintenance, the conductors may break easily or come into contact with the housing, posing risks of electric leakage and even fire.

In addition, two luminaires labeled as manufactured by Foshan Electrical Lighting Co., Ltd. failed the Harmonics / THD test. Specifically, these included an LED ceiling light inspected by Beijing Jixingfan Technology Co., Ltd. (on the JD.com platform), and an LED T70 cylindrical bulb inspected by Yuncheng District Yuechuang Decorative Lighting Store (a sole proprietorship), both dated or batch‑coded to 2024.

As a long-established, publicly listed company and a benchmark brand in China’s lighting industry, Foshan Lighting has now had two of its products flagged for non‑compliance due to excessive harmonics. This warrants close attention from the industry. Excessive harmonic currents can distort grid current, increase line losses, accelerate aging of electrical insulation, and—when used in large quantities—interfere with other appliances on the same circuit, potentially leading to overheating and damage.

Harmonics have been a frequent cause of non‑compliance in nationwide luminaire inspections in recent years. Beyond Foshan Lighting, many leading brands have also been found non‑compliant in this category. Budget‑friendly mass‑market models and e‑commerce exclusive offerings carry significantly higher risks than high‑end project‑grade products. To cut costs, some manufacturers opt for low‑cost drivers in entry‑level, online‑focused, budget‑oriented products. Although these lamps may light up normally and appear visually fine, their excessive harmonics represent a typical hidden defect: “lights up but fails to meet standards.”

The Guangdong Provincial Administration for Market Regulation has ordered the manufacturers and sellers to cease production and sales of these non‑compliant products, and has entered the list of non‑compliant items into the supervision database. Relevant product information has also been recorded in the producers’ quality‑credit files, enabling classified quality‑credit‑based regulation.

Furthermore, recently, several lighting companies in Zhongshan have announced recall plans.

For example, Zhongshan Xidian Lighting Technology Co., Ltd. is recalling its “Xidian” Mingcan series ultra‑thin Downlight, manufactured on November 8, 2025, due to inadequate protection against electric shock.

Zhongshan Minghao Lighting Co., Ltd. is recalling its “Meilaimiya” LED panel lights because the power cord cross‑section is too small.

Guangdong Kexun Lighting Electrical Shunde Branch is recalling its recessed LED luminaires, citing missing “Warning: Electric Shock Hazard” labels on the lampshade and body.

On October 9, the Zhongshan Municipal Market Supervision Bureau also issued a consumer warning: an embedded LED luminaire labeled as produced by Zhongshan Hengyu Lighting Appliance Factory—possibly defective—has been identified, but the manufacturer was deregistered in January 2026, making a formal recall impossible. Therefore, the bureau has switched to issuing a public consumer alert instead.

This wave of concentrated inspections and recalls, set against the backdrop of the lighting industry’s ongoing transformation, sends a very clear signal: hidden EMC indicators like harmonics have become high‑frequency testing targets under the new standards. For brands, ODM manufacturers, and supply‑chain procurement teams, selecting appropriate components for LED drivers, conducting incoming material inspections, and performing full EMC testing on finished products cannot rely solely on submitted samples; ensuring consistent quality across mass‑production batches is the real key to managing risk.

Meanwhile, the repeated consumer warnings issued by Zhongshan-based manufacturers highlight another pressing issue in the industry: the low‑cost, asset‑light subcontracting model often leads to product defects. Going forward, channel partners, distributors, and project buyers should not only verify CCC certification when selecting products, but also assess the factory’s ongoing quality‑control capabilities, rather than basing their choices purely on price.
