New Regulations for CCC Certification | The CNCA has issued the revised Implementation Rules for Mandatory Product Certification of Luminaires and Ballasts.

Recently, the CNCA released the new version of the Implementation Rules for Mandatory Product Certification of Luminaires and Ballasts. According to the announcement, starting January 1, 2027, all CCC certification for luminaires and ballasts will be conducted in accordance with the new rules. Prior to this date, certification bodies may, at the request of the applicant, carry out CCC certification activities under either the old or the new implementation rules.

This year, during effectiveness inspections of mandatory product certification organized by market regulators, several luminaire products had their 3C certificates revoked due to varying degrees of quality risks and compliance issues. All manufacturers and certification bodies should take this opportunity—marked by the CNCA’s release of the new CCC certification implementation rules—to thoroughly understand and implement the latest regulatory requirements. The China Lighting Fixture Association urges all enterprises to uphold safety standards, consciously resist unhealthy price competition, actively facilitate a smooth transition between the old and new rules and ensure seamless certificate conversions, thereby jointly strengthening the foundation of quality and maintaining a healthy, orderly industry ecosystem.

To strengthen oversight of mandatory product certification (CCC certification), the CNCA has revised and issued the Implementation Rules for Mandatory Product Certification – Luminaires (Trial) (CNCA-C10-01: 2026) and the Implementation Rules for Mandatory Product Certification – Ballasts (Trial) (CNCA-C10-02: 2026). For detailed information, please refer to the official website of the CNCA (www.cnca.gov.cn).

From the date of this announcement until December 31, 2026, certification bodies may, at the applicant’s discretion, conduct CCC certification activities according to either the old or the new implementation rules. Starting January 1, 2027, all CCC certification activities must comply with the new implementation rules. Valid CCC certificates already issued may continue to be used, and certificate transitions will be carried out naturally through product modifications, expiration renewals, and other similar methods.
