Dongguan Globally Introduces LED Leading Talents
The "Dongguan LED Industry Development Plan (2010-2015)" (hereinafter referred to as the "Plan") was released: by 2015, the output value of Dongguan's LED and related supporting industries will reach 50 billion yuan. The "Plan" clearly states that high-end leading LED talents will be introduced globally.
At this point, as one of the four strategic emerging industries in Dongguan, the future development goals and direction of the LED industry have finally become clear.
Gathering over 300 LED and supporting enterprises
To achieve an output value of 50 billion yuan by 2015, how large does Dongguan's LED industry need to be in order to support it?
According to the Plan, the development of Dongguan's LED industry will follow a "two-step" approach:
By 2012, the target for the total output value of Dongguan's LED industry is 20 billion yuan, with more than 3 enterprises achieving an annual output of 1 billion yuan. Among them, more than 15 enterprises will have an output exceeding 100 million yuan.
By 2015, the number of enterprises in the industrial cluster will exceed 300. Among them, more than 10 enterprises will have an output exceeding 1 billion yuan; more than 5 enterprises will have an output exceeding 2 billion yuan. "Cultivate high-end innovative enterprises with global influence."
In addition, the Plan indicates that Dongguan City also plans to fill in the weak links in the LED industry chain.
"In key links such as key materials, equipment, supporting industries, high-power packaging, lighting and backlight applications, scale advantages and innovation highlands will be formed, becoming a key node in the semiconductor lighting industry of the Pearl River Delta," a person from Dongguan involved in drafting the Plan revealed.
In addition, "We also plan to strive to incorporate key links such as standard testing and certification, and product display and transactions into the national system," the person stated.
5-Year 2.5 Billion Yuan Key Support for LED Industry
To form such a large industrial cluster and global influence, talent is an indispensable key factor in achieving this goal.
To this end, the Plan has launched a talent "trilogy" of "orienting toward talent internationalization and implementing key talent projects", and clarified the approach of "introducing high-end LED leading talents globally to Dongguan for innovation and entrepreneurship".
Meanwhile, Dongguan City plans to invest at least 2.5 billion yuan during the "12th Five-Year Plan" period to focus on supporting the development of the LED industry.
"Implementing the High-End Leading Talent Introduction Project, the Innovative Scientific Research Team Guidance Project, and the High-Skilled Industrial Worker Cultivation Project" constitutes the "trilogy" of talent strategy outlined in the Plan for Dongguan's LED industry development.
In addition, Dongguan City will also rely on enterprises as the main body to promote innovation in employment mechanisms and models. "We will continue to increase talent work and investment, and introduce high-end LED leading talents from around the world to Dongguan for innovation and entrepreneurship."
Regarding the implementation of the Innovative Research Team Guidance Project, the approach is "to take projects as the entry point, platform construction as the support, and production-academia-research-application as the main form." For core research innovation teams, the treatment in the future will be very generous—the plan states this as—providing high-intensity, high-amount, sustained and stable support.
By 2015, more than 100,000 LED street lights will be installed throughout the city
Without market cultivation and promotional support, the development of LED cannot move forward at all.
To this end, the 'Plan' proposes to implement four major projects: 'Breakthrough in Key Technologies', 'Industrialization Promotion of Major Projects', 'Application Demonstration and Promotion', and 'Cultivation of Leading Enterprises', to expand the territory for the development of the LED industry in Dongguan City.
Promoting the industrialization of projects is the most direct and effective way to promote the development of the LED industry. To this end, while clarifying that Dongguan City's LED industry should highlight Dongguan's characteristics and advantages, the 'Plan' also requires coordination with the province's industrial adjustment plan.

'Focus on selecting 10 major LED projects with core technologies and strong industrial driving effects, including the industrialization of high-power epitaxial wafers and high-power LED packaging, for key support.' Regarding application demonstrations and promotion, Dongguan City has already taken action. Among them, 20,000 LED streetlights have been promoted and applied in towns and streets including Shilong, Shipai, Shijie, Dongcheng, Hengli, Changping, and Humen. Wu Gang believes that Dongguan's goal is consistent with the company's own objectives. It is reported that the company he serves has an LED industry output value of close to 100 million yuan this year. Dongguan's annual LED industry output value in 2009 was over 5 billion yuan, and the 'Plan' aims to increase this tenfold within five years, reaching 50 billion yuan.
'This target is relatively conservative and achievable.' In Wu Gang's view, the introduction of the 'Plan' fully considered the role that Dongguan City and our province play in the global LED industry division of labor. Wu Gang believes that Dongguan's LED industry will usher in a period of rapid development and explosive growth in the next 5 years. The basis supporting his view is that the European Union, Australia, the United States, Canada and other countries have successively formulated 'incandescent lamp bans', and LED is currently the best alternative product, and Dongguan has the opportunities and advantages in this area of development.
