New regulations for the China Compulsory Certification (CCC) of Luminaire and Ballast have been issued, effective January 1, 2027.
To strengthen the oversight of mandatory product certification (China Compulsory Certification), enhance source‑level governance, and effectively safeguard the lives and property of the public, the State Administration for Market Regulation (CNCA) recently issued the “Announcement on the Release of Implementation Rules for Mandatory Product Certification of Luminaires and Ballasts” (hereinafter referred to as the “Announcement”), introducing more detailed requirements and stricter measures to standardize certification procedures and solidify the baseline for product quality and safety.
The new version of the rules adheres to a problem‑oriented and goal‑oriented approach, closely aligning with the industry characteristics, safety attributes, and manufacturing processes of these products. It refines the requirements for manufacturers’ quality assurance capabilities, key areas of product conformity control, certification unit delineation, and sampling inspection protocols, while intensifying post‑certification supervision and implementing more scientific classification management for enterprises, covering the entire CCC certification chain for luminaires and ballasts and firmly assigning and reinforcing the principal responsibilities of all parties involved in certification activities.
The new rules optimize the certification model for luminaires, establishing three distinct certification approaches for general‑purpose luminaires, large‑scale luminaires, and single‑batch custom‑made luminaires, thereby enhancing specificity and facilitating diverse certification needs. The Announcement also clarifies the transition period for the new rules, stipulating that starting January 1, 2027, CCC certification activities must be conducted in accordance with the revised rules, while existing valid CCC certificates may continue to be used. The implementation of these new rules will further tighten market access controls for luminaires, ballasts, and similar products, ensuring a robust foundation for quality and safety.
Going forward, the State Administration for Market Regulation (CNCA) will diligently carry out policy communication and dissemination regarding the new rules for these products, urge certification bodies, testing institutions, and manufacturers to fulfill their principal responsibilities, continuously strengthen supervision and law enforcement, and actively foster a consumer environment that is secure, reassuring, convenient, and comfortable.
