223 Luminaire products failed! Guangdong spot-check report
近日，广东省市场监督管理局发布了2025年固定式通用灯具等26种产品质量监督抽查情况的通告。通告显示，2025年，广东省市场监督管理局组织开展对固定式通用灯具、自镇流LED灯、嵌入式灯具、水族箱灯具、道路照明灯具、可移式通用灯具等26种产品质量监督抽查。
Results show that a total of 241 non-conforming products were found in this spot-check. Among them, 69 non-conforming products were found from offline spot-checks, and online spot-checks found 172 units (among which 3 products were suspected to be counterfeit).
In the field of lighting appliances, a total of 223 Luminaire products did not meet the standard requirements. Specifically:
(I) Fixed general-purpose luminaires. This inspection found 105 non-compliant products (including 53 from Tmall, 23 from JD.com, 5 from Douyin, 2 from Alibaba, 2 from Taobao, 1 from Suning, 1 from Xiaohongshu, and 1 from Vipshop). Non-compliant items include: structure (luminaires with non-replaceable light sources), structure (luminaires with non-user-replaceable light sources), external wiring and internal wiring, protection against electric shock, heat resistance, fire resistance and tracking resistance (all safety standard items), supply voltage disturbance (power interface), radiation disturbance (30MHz～1GHz), harmonic current, energy efficiency class (luminous efficacy), energy efficiency limit value (luminous efficacy), color rendering index. (II) Self-ballasted LED lamps. This inspection found 45 non-compliant products (including 16 from Tmall, 3 from Douyin, 3 from JD.com, 3 from Taobao, 2 from Pinduoduo, and 1 from Xiaohongshu). Non-compliant items include: insulation resistance and dielectric strength after moisture treatment, heat resistance, mechanical strength, protection against accidental contact with live parts, interchangeability (all are safety standard items), harmonic current. (III) Recessed luminaires. This inspection found 39 non-compliant products (including 8 from Tmall, 7 from JD.com, 5 from Douyin, 2 from Taobao, and 1 from Suning). Non-compliant items include: protection against electric shock, external wiring and internal wiring, structure (luminaires with non-replaceable light sources), structure (luminaires with non-user-replaceable light sources), heat resistance, fire resistance and tracking resistance (all safety standard items), supply voltage disturbance (power interface), radiation disturbance (30MHz～1GHz), harmonic current, color rendering index, energy efficiency class (luminous efficacy), energy efficiency limit value (luminous efficacy). (IV) Aquarium luminaires. This inspection found 24 non-compliant products (including 11 from Tmall, 2 from Alibaba, 1 from Douyin, and 1 from Taobao), of which 3 products are suspected to be counterfeit. Non-compliant items include: structure (containing blue light hazard), external wiring and internal wiring, protection against electric shock, dust protection, protection against solid foreign objects and water ingress, insulation resistance and electrical strength (all safety standard items), marking, supply voltage disturbance (power interface), harmonic current, radiation disturbance (30MHz～1GHz). (V) Road lighting luminaires. This inspection found 3 non-compliant products, all discovered through offline inspections. Non-compliant item: marking. (VI) Portable general-purpose luminaires. This inspection found 3 non-compliant products (3 on Tmall). Non-compliant items: Structure (luminaires with non-user-replaceable light sources) (Safety Standard item), Electric shock protection (Safety Standard item), Harmonic current, Disturbance voltage (Power interface). (VII) Night lights installed on power sockets. This inspection found 1 non-compliant product (1 on JD.com). Non-compliant item: Structure (Safety Standard item). (VIII) Festival string lights. This inspection found 1 non-compliant product (1 on Tmall). Non-compliant item: Harmonic current. (IX) Self-ballasted fluorescent lamps for general lighting. This inspection found 1 non-compliant product (1 on JD.com). Non-compliant item: Marking. (X) Dedicated chargers for graphene batteries. This inspection found 1 non-compliant product (1 on Pinduoduo). Non-compliant item: Coding (Safety Standard item). (11) Double-ended LED lamps. One non-compliant product was found in this round of spot checks (one on Tmall). The non-compliant item is: harmonic current. (12) LED control gear. No non-compliant products were found in this round of spot checks. (13) Single-ended fluorescent lamps. No non-compliant products were found in this round of spot checks. (14) Double-ended fluorescent lamps. No non-compliant products were found in this round of spot checks. (15) Film and stage lighting fixtures. No non-compliant products were found in this round of spot checks. (16) Floodlights. No non-conforming products were found in this spot check.

From the perspective of regarding non-conforming categories , fixed general-purpose luminaires are the category with the highest number of non-conformities in this batch, covering all types of residential luminaires such as ceiling lights, track lights, wall lamps, and ceiling fan lights. As the largest volume category for both residential and commercial lighting, it has a low entry barrier, the highest number of small and medium-sized manufacturers, and is the most fiercely competitive arena for price wars.

In terms of non-conforming items , harmonics current, disturbance voltage, and radiated disturbance—the three major electromagnetic compatibility issues—appeared most frequently. More than 80% of the 105 fixed luminaires had EMC issues; over 90% of the 45 self-ballasted LED lamps failed on harmonic current; embedded and aquarium luminaires also commonly exhibited these issues. Harmonic current can pollute the public power grid, cause line heating, interfere with the normal operation of other home appliances on the same grid, and in severe cases trigger circuit breaker trips or equipment burnout; radiated disturbance can affect the stable operation of smart homes and communication devices.
Electrical safety items such as protection against electric shock, heat resistance, fire resistance, and tracking resistance directly touch the red line of personal safety. Nearly 40% of fixed luminaires have defects in anti-electric shock or structural safety; multiple models of self-ballasted LED lamps fail insulation resistance tests after moisture treatment; nearly half of aquarium luminaires have non-standard wiring and do not meet IP rating requirements for waterproofing and dustproofing.
Additionally, there are energy efficiency and performance items, as well as labeling and structural items. Manufacturers either falsely label parameters as marketing selling points or have weak standard awareness and do not focus on labeling specifications.
In terms of (Sales) channel, the proportion of non-compliant lighting products sold online is very high, exceeding 75%. Online channels have become the core distribution channel for inferior luminaires. Among them, Tmall is a major hotspot (85 units), as it is the main base for traditional decorative lighting brand/manufacturer flagship stores; many factories from the Zhongshan production area open stores here or supply flagship stores. Douyin (16 units) has rapid growth; the low-price traffic-driving model of live streaming e-commerce prioritizes display effects, and its quality control audit system needs improvement.
Furthermore, a large number of inspected unit names in the list are themselves "XX E-commerce Co., Ltd.", "XX Trading Co., Ltd.", or "XX Technology Co., Ltd." rather than manufacturers—this means that the sales side and the actual production side are separated.
From a geographic region perspective, the origin of non-compliant luminaires is highly concentrated in the Pearl River Delta lighting industry belt (Zhongshan + Shenzhen + Jiangmen + Foshan), with over 80% located within Guangdong Province, where Zhongshan has the highest number of non-compliant production units. This fully matches the domestic lighting industry landscape. As the largest lighting manufacturing base in China, Guangdong has numerous small and micro enterprises; due to fierce competition, this easily forms a vicious cycle of low barriers → price wars → cost compression → compromising compliance.
A small number of non-compliant products from outside the province originated from Jiangsu, Zhejiang, Shanghai, Fujian, and other regions.
In this spot check, a large number of declared manufacturers were individual households and micro/small brand enterprises , which often lack the capability (or willingness to spend) to obtain certification or testing.
此外，西蒙电气、德力西、公牛等行业知名品牌均有产品登上不合格名单，不合格项目多为谐波电流、能效等，暴露出一定的问题，如代工模式下，品牌方对代工厂的入厂检验、成品抽检管控不严。
