On March 5, the "2026 Government Work Report" (hereinafter referred to as the "Report") was officially released, proposing 10 key tasks including building a strong domestic market, accelerating the cultivation and expansion of new growth drivers, advancing high-level technological self-reliance, continuously deepening reforms in key areas, further expanding high-level opening up, solidly promoting comprehensive rural revitalization, promoting new urbanization and coordinated regional development, strengthening livelihood security and improvement, accelerating comprehensive green transformation, and strengthening risk prevention, resolution, and safety capability construction in key areas, as well as 109 major engineering projects across 6 aspects related to the "15th Five-Year Plan", including leading the development of new quality productive forces, building a modern infrastructure system, promoting integrated urban-rural development, ensuring and improving livelihoods, promoting green and low-carbon transformation, and ensuring safety in key areas.

Among them, tasks and project contents such as deeply implementing special actions to boost consumption, stabilizing the scale and optimizing the structure of foreign trade, optimizing and upgrading traditional industries, promoting the deep integration of technological innovation and industrial innovation, renovating old streets and factory areas, carbon peaking and carbon neutrality, etc., have released new opportunities for the development of the lighting industry.


I Domestic Market Contains New Round of Growth


1. Deeply implement special actions to boost consumption.


The 'Report' proposes measures such as expanding and upgrading commodity consumption, allocating 250 billion yuan in ultra-long-term special treasury bonds to support the trade-in of consumer goods, establishing a 100 billion yuan fiscal-financial collaborative fund to promote domestic demand, and creating new consumption scenarios, thereby stimulating endogenous consumer power and driving sustained consumption growth. Recently, special actions to boost consumption and policies such as 'On Enhancing the Adaptability of Consumer Goods Supply and Demand' have been introduced one after another, opening up new space for aging-friendly, children's healthy lighting, and green intelligent products. Lighting enterprises should seize these opportunities by aligning high-quality supply with consumption upgrades. To implement the national strategy of expanding domestic demand, the China Lighting Association will guide the industry to remove bottlenecks in domestic trade and help enterprises gain the initiative through events such as the '2026 China (Guzhen) International Decorative Lighting Expo (Spring)', '2026 Shanghai International Commercial and Engineering Lighting Exhibition', and the 'Lecture Series on Quality Improvement and Upgrading of the Lighting Consumption Market' .

2. Deeply advance the construction of a unified national market.


The 'Report' proposes strengthening anti-monopoly and anti-unfair competition efforts, deeply rectifying 'involution-style' competition, and creating a sound market ecosystem. Recently released policy documents such as the 'Notice on Promoting the Resolution of Abnormally Low Prices in Government Procurement' provide effective tools for addressing 'involution-style' competition, helping to promote enterprises with technical R&D capabilities, quality control, and long-term service capabilities, providing strong support for creating a benign competitive environment in the lighting industry.

3. Build a modern infrastructure system.


《报告》围绕国家综合立体交通网建设,提出“八横八纵”高速铁路主通道、高速铁路网、国家公路网等6项重大工程项目。此外,《农村公路条例》等多项农村公路建设政策,以及“四好农村路”建设等,也为照明企业在农村地区道路、公共场所、文旅景观等照明设施建设提供了新一轮发展机遇。为落实国家构建现代化基础实施体系的战略要求,中国照协将于2026年4月15日至17日在杭州举办第21届中国道路照明论坛。本次论坛以“韧性、宜居、融合、创新”为主题,旨在集行业之力,进一步推动以道路照明为核心的现代化照明基础设施建设进程。

4. Safeguard and improve people's livelihood, better meet the spiritual and cultural needs of the masses.


The report proposes to adhere to people's livelihood as paramount, strengthening inclusive, basic, and safety-net livelihood construction. Against this backdrop, consumption scenarios such as sports, cultural tourism, and night-time economy continue to gain popularity, driving demand for upgrades and renovations of related regional lighting facilities. This trend not only becomes a new hot spot for development in segmented areas of the lighting industry but also creates new growth poles and market opportunities for lighting-related enterprises.


5. Focus on stabilizing the real estate market.


The Report proposes optimizing the supply of affordable housing and accelerating the renovation of dilapidated and old buildings. We will orderly promote the construction of 'good houses' that are safe, comfortable, green, and smart, implement projects to improve housing quality and actions to enhance property service quality. The real estate industry is currently in a critical period of deep adjustment and transformation and upgrading. The implementation of stable real estate-related policies will provide strong support for the recovery of the domestic lighting market.

1.优化提升传统产业和打造智能经济新形态。


《报告》提出,通过支持大规模设备更新、拓展智能制造、加快推进标准升级,强化品牌建设等方式,推进产业提质升级;深化拓展“人工智能+”,推动重点行业领域人工智能商业化规模化应用。照明行业应以此为契机,加速产线自动化与智能化升级,以智能制造赋能产品创新。企业需聚焦“AI+照明”融合应用,通过智能传感与算法,开发自适应调光、场景互联的照明系统,建设智能照明体验馆等创新空间,不断拓展各个领域的新应用场景。为推进行业智能转型进程,中国照协将通过组织制定《光环境体验中心评价规则》等相关国家和团体标准,举办高水平交流活动等方式,积极引导行业培育新业态。

2. Promote the deep integration of technological innovation and industrial innovation.


The report proposes strengthening the leading role of enterprises in innovation, supporting technology-led enterprises to lead the formation of innovation consortia. This provides institutional guarantees for collaborative breakthroughs in the lighting industry. Data shows that in 2025, China's R&D investment exceeded 3.92 trillion yuan, with basic research accounting for 7.08%, setting a new historical record. In cutting-edge fields such as AI design and 3D printing manufacturing, glare-free optics, multi-primary color white light, and visible light communication, leading enterprises with technical integration capabilities will seize the initiative in building innovation consortia. To help implement technological innovation results in the industry, the China Lighting Association has continued to organize companies such as Degen, Xingyu, Xuyu, Fudan University, and Xiamen University of Technology to carry out identification work on lighting scientific and technological achievements, providing effective support for the promotion and application of industry achievements.

3. Actively and steadily advance carbon peaking and carbon neutrality.


The 'Report' proposes implementing a dual-control system for total emissions and intensity of carbon dioxide. Data shows that in 2025, renewable energy installed capacity accounted for 60.1% of the national power installed capacity; new energy storage installed capacity reached 136 million kW; CO2 emissions per unit of GDP decreased by 5.0%; the proportion of non-fossil energy consumption in total energy consumption was 21.7%. Combined with the 'dual carbon' goals, zero-carbon factory standards, and green consumption policies, this provides direction for the green transformation of the lighting industry. Previously issued regulations and policy documents encouraging green consumption by multiple departments are favorable to the green lighting product market. To support the green transformation of industry enterprises, the China Lighting Association continues to track the development dynamics of green certification for lighting products, organizes special interpretation training and builds enterprise exchange platforms at appropriate times, providing precise services for enterprises.

Promote stable scale and optimized structure of foreign trade, and high-quality co-construction of the "Belt and Road".


The report proposes guiding enterprises to optimize their global market layout, deeply implement the 'Smart Customs' partner program, and expand pragmatic cooperation in emerging fields. In 2025, China's import and export volume will remain stable with improved quality, with exports growing by 6.1%. Recently, the state has promoted policies such as supporting lighting industries to upgrade to 'brand going global' through the 'same line, same standard, same quality' for domestic and foreign trade products . Lighting enterprises with capabilities for standard alignment and a global service system will gain greater development opportunities when expanding into emerging markets, especially along the 'Belt and Road'. To assist Chinese lighting companies in developing high-quality brands for overseas markets, the China Lighting Association will actively enhance the comprehensive competitiveness and influence of China's lighting industry in the global market by organizing enterprises to participate in international exhibitions such as Light + Building 2026, Russia Lighting Exhibition, and Uzbekistan Smart Building Exhibition this year.
