33.3% failure rate! Hainan student desk lamp spot checks reveal three major safety hazards
Recently, the Hainan Provincial Administration for Market Regulation announced the results of the supervisory spot checks on the quality of student desk lamp products in the province's circulation field for the fourth quarter of 2025. This spot check focused on desk lamp products commonly used by students, with a key focus on identifying quality and safety hazards. A total of 15 batches of products were sampled. After professional testing, 5 batches were found non-compliant, resulting in a non-compliance discovery rate of 33.3%, and all non-compliance issues were concentrated in safety indicators, sounding an alarm for the quality of student lighting products.
It is reported that this supervisory spot check was strictly conducted in accordance with national standards such as GB 7000.1-2015 "Luminaires - Part 1: General requirements and tests", GB 7000.204-2008 "Luminaires - Part 2-4: Particular requirements - Movable general purpose luminaires", and GB/T 17743-2021 "Limits and methods of measurement of radio disturbance characteristics of electrical lighting and similar equipment". The inspection comprehensively tested 8 key indicators including marking, structure, external and internal wiring, protection against electric shock, durability tests and thermal tests, resistance to heat, fire and tracking, disturbance voltage, and radiated disturbance, to fully assess the quality, safety, and performance of student desk lamps.
The spot check results show that this inspection did not find any items non-compliant with usability requirements , but found 5 batches did not meet standard requirements for items involving safety indicators, The non-compliant items involving safety indicators were: marking, 6° stability, resistance to heat, fire and tracking. Each non-compliance may pose safety hazards to users.
Specifically:
1. Missing markings: Product information is "blank", misleading use and creating hidden risks
Non-compliant marking items are reflected in the absence of product model information on the luminaire. The main reason for non-compliance is the manufacturer's unfamiliarity with standard requirements. Marking is the primary way for consumers to understand product information and an important reference for selecting suitable products. Although marking does not directly cause injury, it can mislead consumers into incorrect use, thereby causing varying degrees of harm.
2. 6° stability non-compliance: Cost-cutting on the base, tipping easily causes personal injury
Non-compliance with 6° stability is reflected in the luminaire tipping over on a 6° plane. The main reason for non-compliance is that the luminaire base is too light and cannot effectively prevent tipping. The 6° stability item of the luminaire does not meet standard requirements; the luminaire will tip over, and such tipping may cause injury to the human body.
3. Non-compliance in heat resistance, fire resistance, and tracking resistance: Poor flame retardancy of insulating materials can easily lead to fire and electric shock
Non-compliance in heat resistance, fire resistance, and tracking resistance is reflected in the failure of the needle-flame test to meet standard requirements. The main reason for this non-compliance is that the insulating materials used in the desk lamps are not flame-retardant. This non-compliance may cause safety accidents such as fire or electric shock, representing a high-level safety hazard.
This spot check announced the specific list of non-compliant products, involving trademarks such as Baoshida and Dingneng, as well as multiple manufacturing enterprises including Foshan Shunde Guandi Electrical Appliance Industrial Co., Ltd., Zhaoqing Jiuliang Optoelectronics Technology Co., Ltd., and Guangdong Dingneng Electrical Technology Co., Ltd. The sales of non-compliant products covered circulation markets in multiple locations such as Ledong, Hainan, Lingshui, Chengmai, Changjiang, and Haikou.
