National Conference of Ministers of Social Work Held in Beijing; Cai Qi Attends and Delivers Speech
The National Conference of Ministers of Social Work was held in Beijing on the 26th. Cai Qi, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee, attended the conference and delivered a speech. He emphasized the need to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, earnestly carry out the deployments of the Fourth Plenary Session, comprehensively implement General Secretary Xi Jinping’s important expositions and instructions on social work, deeply comprehend the decisive significance of the “Two Establishes,” strengthen the “Four Consciousnesses,” firm up the “Four Matters of Confidence,” and achieve the “Two Upholds,” steadfastly follow the path of socialist social governance with Chinese characteristics, improve the social governance system, soundly develop the institutional mechanisms for social work, strengthen Party building in emerging fields, enhance Party-building-led grassroots governance and grassroots political power construction, strengthen work to凝聚 (coalesce) and serve the masses, stimulate social vitality, maintain social stability, promote high-quality development of social work, and provide strong support for a good start to the “15th Five-Year Plan.”
Cai Qi pointed out that since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at its core has placed social work in an important position in state governance, and General Secretary Xi Jinping has issued a series of important instructions, leading and promoting significant achievements in social work. It is necessary to study and implement these deeply, profoundly grasp the new situation and new tasks, enhance the sense of responsibility and mission in doing social work well, and effectively fulfill duties and missions.
Cai Qi emphasized the need to expand and deepen Party building in emerging fields, continuously strengthen ideological and political guidance, persistently promote Party organizational coverage and work coverage, strengthen Party building in new economic organizations, new social organizations, and among new employment groups, and constantly enhance the Party’s appeal, cohesion, and influence in emerging fields. It is necessary to strengthen service and management for various social groups, promote the extension of social governance working mechanisms to the city/county levels, focus on safeguarding legitimate rights and interests, effectively prevent and resolve contradictions and risks, and consolidate the mass foundation of social governance. It is necessary to strengthen Party-building-led grassroots governance and grassroots political power construction, seriously handle the general elections of village (community) “two committees,” strengthen rural and community governance, consolidate and expand the achievements in resolving the “small horse pulling a big cart” problem in grassroots governance, continue to reduce burdens and empower the grassroots, and build a vibrant and efficient grassroots governance system. It is necessary to practice the Party’s mass line in the new era, deeply promote the rule of law in petition work, increase efforts to resolve petition conflicts, do well in collecting people’s suggestions, promote the high-quality development of volunteer services, and meticulously and substantially carry out work to凝聚 (coalesce) and serve the masses. Party committees (party groups) at all levels must strengthen organizational leadership, reinforce overall coordination and work planning, strengthen the self-construction of social work departments, and continuously improve the overall effectiveness of social work.
