5 batches failed! National spot check results released for motor vehicle external lighting and light-signalling devices

Recently, the State Administration for Market Regulation released the "Notice on the 2025 National Supervisory Spot Checks of Product Quality for 17 Types of Products Including Room Air Conditioners". Among them, 32 batches of motor vehicle external lighting and light-signalling device products from 32 manufacturing units in 7 provinces including Jilin, Jiangsu, Zhejiang, and Guangdong were inspected, a total of 5 batches were found non-compliant,representing a 150% increase in the number of non-compliant batches compared to last year;the proportion of non-compliant batches accounted for 16% of all sampled batches, an increase of 12 percentage points compared to last year.

In terms of non-compliant items in product spot checks, the 5 batches of non-compliant products involvedphotometric performance as a safety item, consistent with the non-compliant items in last year's national spot check.Among them,the non-compliance of photometric performancefor automotive high-mounted stop lampswas detected for the first time in the national spot check in the past 5 years. Based on understanding of previous national spot checks, the possible reasons for non-compliance are: first, the company's optical design and mold design capabilities are backward; second, the company's production process capabilities are backward; third, the company lacks effective quality control measures, resulting in poor product consistency and lack of internal quality testing.

In addition, automotive lighting manufacturers should note that, in accordance with the requirements of the "Announcement No. 57 of 2025" recently issued by the State Administration for Market Regulation, the China Compulsory Certification mode for 16 types of products, including motor vehicle external lighting and light-signaling devices (automotive lights), will be adjusted from the current "self-declaration" method to implement third-party certification evaluation.

The Announcement requires the following:

1. Starting from January 1, 2027, 16 types of products, including motor vehicle external lighting and light-signaling devices, must obtain a CCC certification certificate and bear the CCC certification mark before they can leave the factory, be sold, imported, or used in other business activities. Self-declarations for relevant products in the "Mandatory Certification Product Conformity Self-Declaration Information Submission System" (hereinafter referred to as the System) will be uniformly cancelled.

2. Starting from July 1, 2026, designated certification bodies will begin to accept CCC certification applications for the aforementioned products (the certification bodies will be designated separately). For products with valid self-declarations, the designated certification bodies shall, on the basis of ensuring certification quality and controllable risks, actively recognize the self-declaration evaluation results and reissue CCC certification certificates. The System will no longer accept or generate self-declarations for relevant products.

3. Enterprises shall complete the conversion of CCC certification certificates by December 31, 2026, and promptly and proactively cancel the corresponding self-declarations . For products that have left the factory within the validity period of the self-declaration and are no longer produced, no conversion is required, and they may continue to be sold.
