1.198 billion won bid! Which company secured the large-scale smart streetlight project for rural revitalization and new energy?

龙建股份(600853)1月12日晚间公告,公司全资子公司龙建科工(黑龙江)有限公司与黑龙江省建筑设计研究院组成的联合体,收到招标人中应建新能源科技(临汾)有限公司发来的中标通知书,确定中标中应建乡村振兴5G新能源智慧路灯项目——示范区标段EPC施工总承包项目。

Longjian KeGong's share in the bid project won this time is approximately 1.198 billion yuan , representing 6.55% of the company's audited revenue for 2024.

This project is located in the Yaodu High-tech Industrial Development Zone, Linfen City, Shanxi Province. It adopts the 'self-generation and self-consumption, with surplus power fed into the grid' operating model, primarily constructing 5G integrated light-wind new energy smart streetlights. The total land area and total construction area of the awarded bid section are both 10,000 square meters. Upon completion, annual electricity generation will reach 400 million kWh. The generated electricity will first be supplied for streetlight illumination, with any surplus connected to the power grid.

According to the consortium's division of labor, Longjian Keji serves as the lead entity, responsible for material and equipment procurement and installation within the scope of construction drawings reviewed and approved, construction engineering, equipment commissioning, maintenance training, and defect remediation; Heilongjiang Provincial Architectural Design and Research Institute is responsible for project conceptual design, construction drawing design, and review, ensuring all design deliverables pass expert review and relevant departmental inspections.

Data shows that Longjian Shares is one of the most powerful and largest comprehensive construction groups in Northeast China, mainly engaged in highway engineering, municipal road bridges construction and consulting design, as well as related infrastructure investment, operation & maintenance, upkeep and management. Longjian Shares and its affiliated units hold 223 qualifications, including Grade-A General Contracting for Highway Engineering Construction, Grade-I General Contracting for Municipal Public Works Construction, and Grade-I Professional Contracting for Urban and Road Lighting Engineering, among others.

On the evening of January 4, the company disclosed its 2025 performance summary, showing revenue of 17.685 billion yuan, a Year-on-year (YoY) decrease of 3.31%; net profit attributable to parent company shareholders of 405 million yuan, a Year-on-year (YoY) decrease of 2.05%.

It is worth mentioning that Longjian Shares was awarded only a portion of the contract. According to public information, the Yaodu District Wind-Solar Integrated New Energy Smart 5G Street Light Project is a key initiative integrating new energy industry development with rural revitalization strategies. The total project investment is approximately 9.6 billion yuan, with the overall plan divided into 8 sections, each with an investment scale of about 1.2 billion yuan. Relevant details for multiple sections have already been announced.

Hearing the figure of 9.6 billion yuan, many people should realize that this project is far more than just installing street lights.

It is not just for lighting. The tender proposal shows that each street light pole is about 12 meters high and occupies only 1 square meter of area. Street light poles will be equipped with 10KW micro-wind and photovoltaic power generation units, operating under the 'self-generation, self-consumption, surplus feeding to grid' model.

In other words, the electricity generated by these poles is first used for their own purposes, such as lighting street lights. However, if the generated power exceeds consumption, the surplus is fed into the grid. This model transforms each street light pole into a small power station, achieving efficient utilization and maximum value of green energy.

This project is not merely a simple lighting engineering upgrade, but also a proactive response to the national "Thousand Townships and Ten Thousand Villages Wind Power Action" and the "Dual Carbon" strategy , representing a new trend in rural revitalization and the integrated development of new energy. The advantages of this model lie in: on one hand, it solves the problem of rural road lighting; on the other hand, through the "surplus power grid connection" model, it creates continuous economic benefits. Each smart streetlight is an independent green energy micro-power station, representing the cutting-edge direction of smart low-carbon lighting.

In addition to the consortium led by Longjian Shares, other sections of this project have also attracted multiple large-scale construction and power enterprises; currently, some sections have undergone pre-announcement of winning bids.
