EU Regulations Tighten Again! 90% of Quality Bulletins Concern Safety and Environmental Protection
As the world's largest producer and exporter of lighting products, China holds a pivotal position in the EU lighting market. From January to October 2025, China's exports of lighting products to the EU reached $8.3 billion, accounting for 20% of China's total lighting product exports, remaining the top regional destination for exports.

However, behind the stable export scale, quality and safety warning signals continue to intensify. According to incomplete statistics, in the first three quarters of 2025, the EU issued quality bulletins on Chinese lighting products via the Non-Food Products Rapid Alert System (RAPEX) totaling 161 times, a year-on-year increase of 31%, while the proportion of these bulletins among all consumer goods notified by the EU also rose to 11%. Today, we will analyze the EU recall cases to clarify the quality "red lines" for lighting products in the local market.
I. Safety and Environmental Protection Issues Account for Over 90%
From the perspective of notification reasons, safety and environmental protection remain the main "stumbling blocks" for Chinese lighting products exported to the EU, with the prominence of safety issues being particularly alarming.
Safety issuesaccounted for 80% of notifications, firmly holding the top spot, an increase of 10 percentage points compared to the same period in 2024. The concentrated issues focus on core areas such as product structural design, wiring compliance, heat and fire resistance performance, and electric shock protection. These are key indicators directly related to consumer safety. For example, some products have insufficient mechanical strength, exposing live parts during use and posing a risk of electric shock; others have plugs that do not comply with size standards, which may damage sockets over long-term use and cause fires. Such problems repeatedly appear in notification cases.
Environmental protection issues, although down 6 percentage points year-on-year, accounted for 17% of notifications and ranked second, but remain an important risk that cannot be ignored. Notifications focused heavily on excessive heavy metal content, such as lead concentration in solder reaching a maximum detected value of 82.2%, far exceeding EU standards. This not only causes environmental pollution but may also harm human health through pathways like the food chain; some products were also found to exceed limits for harmful substances such as cadmium and short-chain chlorinated paraffins (SCCP). Among these, SCCP is a key focus of EU regulation due to its bioaccumulation potential and carcinogenic risk.
II. Eastern Europe remains the "hotspot", with a significant increase in notifications from Southern Europe
Looking at the regional distribution of notifications within the EU, new characteristics emerge: "Eastern Europe stands out, Northern Europe rises sharply". Countries in Eastern Europe, such as Hungary, remain the "main force" of notifications, accounting for 47% of the total volume, although this is down 20 percentage points compared to the same period in 2024, still occupying nearly half the share. Hungary was the EU country with the highest number of notifications in the first three quarters of this year, accounting for about 20% of China's total lighting product notifications, down 4% year-on-year. Slovakia is an emerging major notification country, with notification volume increasing by as much as 633% year-on-year, accounting for 14% of the total notifications, becoming a market requiring key attention. The situation where quality issues are prominent in Eastern Europe is closely related to local market demand characteristics. Affected by the overall economic downturn in Europe, the Eastern European region is more sensitive to product prices; coupled with the arrival of the peak season for purchasing holiday items such as light strings at the end of the year, some low-price, low-quality products took the opportunity to flood in, directly driving up the frequency of notifications.

III. Light strings remain the "major source of notifications"
From the perspective of specific products, light string products are still the most notified lighting products. In the first three quarters, there were nearly 100 notifications, a year-on-year increase of 32%, accounting for 61% of the total notifications of China's lighting products, ranking first in notifications for consecutive years. In-depth analysis reveals that the quality issues of light string products stem from the game between cost control and compliance requirements .
According to EU standards, light string products must use rubber cables to ensure insulation and heat resistance, but this will significantly increase production costs. In fierce export competition, some companies choose to use non-compliant materials to compress costs, directly leading to a series of quality problems: insufficient insulation, insufficient mechanical strength, non-compliant cable diameter and other safety hazards frequently occur, while environmental issues such as lead concentration exceeding limits in solder (up to 82.2%) and phthalates exceeding limits in plastic materials are also repeatedly banned. Moreover, some products have design defects, such as cuttable light strings lacking safety protection components, outdoor products without moisture protection, etc., further amplifying usage risks.
As one of the markets with the strictest global lighting product quality regulations, the EU's notification data is not only a "barometer" of market feedback but also a "compass" for Chinese enterprises to improve product quality. Facing the continuing pressure of increasing notifications, enterprises need to abandon the "low-price competition" mindset, strengthen full-chain control from material procurement, production processes to finished product testing, and focus on overcoming two core shortcomings: safety design and environmentally friendly materials. At the same time, closely monitor the differences in regulatory focus among different EU countries, formulate differentiated compliance strategies targeting price-sensitive markets in Eastern Europe and environmentally oriented markets in Northern Europe. Only by building a solid foundation with quality can enterprises stand firm in the global high-end lighting market and achieve long-term development of export trade.
