On November 13, the China Association of Lighting Industry (CALI) held the "5th Meeting of the 9th Council" in Changsha, Hunan. Wang Zhuo, Secretary-General, presented the 'China Association of Lighting Industry (CALI) Secretariat 2025 Work Report'. In 2025, under the leadership of the 9th Council, the CALI Secretariat closely focused on concluding the '14th Five-Year Plan' and planning for the '15th Five-Year Plan', solidly advancing industry research and fulfilling its 'four services' responsibilities. Over the past year, the Association conducted key research including an impact assessment of US tariffs and the preparation of a high-quality development action plan for the '15th Five-Year Plan'. Through participating in policy formulation, hosting road lighting forums and standard quality conferences, publishing industry white papers, and organizing domestic and international exhibitions, it effectively served government decision-making, industry innovation, and enterprise needs. Simultaneously, it actively fulfilled social responsibilities by launching earthquake relief initiatives and conducting consumer science popularization. Regarding internal governance, the Association continuously strengthened party building leadership and organizational construction. Looking ahead to 2026, the Secretariat will focus on compiling the '15th Five-Year Plan' industry action plan, completing the association's term renewal, taking multiple measures to curb excessive competition within the industry, strengthening technology promotion and standard leadership, and working with the entire industry to face challenges and promote high-quality development of the lighting industry.

The meeting deliberated and approved resolutions including: 'Report on Income and Expenditure of Membership Fees for China Association of Lighting Industry (CALI) 2024', 'Proposal on Supplementing Member Units of the 9th Council of China Association of Lighting Industry', 'Proposal on Establishing the 'Urban Renewal Lighting Professional Committee of China Association of Lighting Industry'', and 'Proposal on Formulating the 'Self-Discipline Convention on Market Promotion and Quality Improvement of Lighting Products for Reading and Writing Work in China Lighting Industry''. It also formally approved via written procedure the 'Work Report of the 9th Session, 5th Meeting of the Supervisory Board of China Association of Lighting Industry for 2025'. Advisor Wang Xuhua presented an explanation on the 'Draft Compilation Work Situation of the Action Plan for High-Quality Development of the Lighting Appliance Industry for the 15th Five-Year Plan (Outline for Soliciting Opinions)'.

Certificates were presented at the meeting to the person in charge of the Urban Renewal Lighting Professional Committee of the China Association of Lighting Industry, and plaques were also awarded to four newly added member units.

He Ye, President of the Council, delivered the concluding remarks of the meeting. She stated that the meeting was highly effective and, through the joint efforts of all participants, successfully completed all agenda items. Combining the current situation with the Association's work, she focused on three aspects: guiding the industry's new quality development with a high-quality "15th Five-Year Plan", leveraging the Association's functions to deliver four types of services, and proposed corresponding opinions. In analyzing the current industry development trends, she pointed out that since 2025, the lighting industry has experienced a decline in operational efficiency and overall economic pressure due to the combined impact of US tariff policies disrupting the global export market and insufficient domestic demand growth momentum. This is mainly reflected in three aspects: first, production has declined and profits have contracted; second, market competition has become increasingly internalized and externalized; third, the industry's active response has shown no lack of highlights , including accelerating overseas expansion layout, deepening the domestic market, accelerating the development of new quality productive forces, deepening digital transformation, prioritizing standard and quality construction, and resisting involutionary competition.

When discussing how to guide the industry's new quality development with a high-quality "15th Five-Year Plan", President He Ye emphasized that the Fourth Plenary Session of the 20th Central Committee of the Party scientifically outlined the development blueprint for the "15th Five-Year Plan", deployed specific strategic tasks, and plays a decisive role in the industry's development over the next five years. The China Lighting Association will, according to the unified deployment of the Ministry of Industry and Information Technology and the organizational coordination of the China Light Industry Federation, concentrate industry wisdom, carefully analyze the development situation and environment, clarify development directions and key tasks, and do a good job in planning compilation and implementation, leading the industry's new quality development with high quality. She analyzed the industry's development environment, pointing out the opportunities and challenges facing the industry: Opportunities lie in policy guidance to boost consumption, technological revolution and technology empowerment, consumption upgrade and market quality improvement, and international cooperation and market expansion; Challenges come from multiple factors such as international market decoupling and chain suppression, industrial structure adjustment, environmental resource constraints, and innovation factor upgrades. Facing the new situation, the industry should focus on five major development directions: high-endization, intelligence, greenization, integration, and internationalization. Through measures such as moving towards the mid-to-high value end, shaping new industrial advantages, promoting sustainable industry development, expanding new frontiers of the industry, and enhancing global competitiveness, the industry can achieve transformation and upgrading. To promote high-quality development of the industry, three key tasks need to be prioritized: First, take technological innovation as the lead to enhance new momentum for the development of the lighting industry. The industry should strengthen innovation investment in frontier fields such as health, intelligence, green, low-carbon, and non-visual lighting. Enterprises should actively focus on multiple dimensions such as digitalization, greenization, high-endization, intelligence, and health, pay attention to original innovation results in basic industries, combine with their own advantages, and carry out differentiated technological innovation and R&D investment; Industrial clusters should combine regional characteristics and industrial advantages, adapt to local conditions, complement each other's strengths, cultivate new quality productive forces, and form unique competitiveness. Second, grasp policy guidance, strive to expand and improve the domestic market, and stabilize the export market towards new development. In a complex market situation, enterprises should actively promote the quality improvement and upgrading of the domestic lighting consumption market, utilize policy guidance in areas such as new urbanization, urban renewal, culture, tourism, and sports, deeply understand the significance, purpose, and methods of establishing a unified national large market , combine with their own positioning and advantages, strengthen investment in standard setting, quality improvement, and brand building, and seize new development opportunities. Third, break through bottlenecks based on long-term goals and innovate development models to maintain competitive vitality. In the future, the growth of the lighting industry should revolve around the concept of "people-oriented", carrying out technology and market research and promotion based on "human needs for light", and more deeply revolve around the strategic process of the country in the construction of a modern industrial system, specifically the strategic deployment in fields such as intelligent manufacturing, marine economy, and low-altitude economy. Early layout of sensing and interactive applications between "light and machines, equipment, and environments" should be made, and through lighting, meet the needs of modern industrial development and tap the growth potential of technology and markets. At the same time, enterprises should actively and proactively position and upgrade management of modern enterprises, daring to break through in product positioning, market construction, and operation management. SMEs should adhere to the path of specialized, refined, differential, and innovative development, establish their own unique technical advantages, and accumulate "small but beautiful" growth genes; Large enterprises should fully play the role of chain leaders, accelerate the industry ecosystem towards intelligence, greenness, and new development, and establish an upward path from "large and complete" to "large and strong".

Regarding the function of the Association and implementing the four services, President He Ye put forward three key requirements for the work of the Association Secretariat: First, implement national decisions and deployments, and do well in the formulation and implementation of the industry's "15th Five-Year Plan". Second, according to the requirements of relevant higher authorities, do well in the election and self-construction work. Third, further exert the functions of the Association, do well in industry research, publicity, science and technology promotion, quality standards, market promotion and other routine work, serving the government, industry, enterprises and society .
