Urgent recall of problematic luminaires! Involves well-known lighting enterprises and SMEs! Quality alarm rings again

On October 23, according to the website of the Zhongshan Municipal Administration for Market Regulation, in accordance with the requirements of the "Interim Provisions on the Administration of Consumer Product Recalls", Zhongshan Songwei Lighting Electric Appliance Co., Ltd. (hereinafter referred to as "Songwei Lighting") voluntarily reported the "Consumer Product Recall Plan" to the Zhongshan Municipal Administration for Market Regulation. Effective immediately, it recalls part of the Songwei brand Feixiang 003/9W(4000K) model LED recessed luminaires manufactured on June 20, 2024, involving a quantity of 60 units.

It is reported that the LED recessed luminaires within the scope of this recall by Songwei Lighting, due to non-compliance of the product's external and internal wiring items with the requirements of GB 7000.1-2015 and GB 7000.202-2008 National standard (mandatory / recommended), may pose a risk of electric shock and present safety hazards.The recall plan indicates that the centralized recall period is scheduled from October 21, 2025, to December 20, 2025 (subject to actual progress arrangements).


The company will provide consumers with a free replacement of a brand-new product that meets safety requirements to eliminate safety hazards.


In fact, the "non-compliant external and internal wiring" mentioned in the recall notice is no small matter. Wiring issues are highly likely to cause circuit overloads and localized high temperatures, leading to insulation melting or even electric shock accidents. This is especially risky for recessed luminaires, as their installation locations are often close to flammable materials, doubling the risk index.


According to Tianyancha, Songwei Lighting was established in December 2013 with a registered capital of 10.8 million yuan. Its business scope includes the manufacturing of lighting fixtures; sales of lighting fixtures; manufacturing of electrical accessories, etc. Songwei Lighting has invested in two companies: Shaanxi Hanyin Rural Commercial Bank Co., Ltd. and Zhongshan Dedun Hardware Products Co., Ltd.


Public information shows that since its founding in 2003, Songwei Decorative Lighting has consistently adhered to a branding strategy. Especially since the outbreak of the COVID-19 pandemic, Songwei High-end Decorative Lighting has increased investment in branding, (sales) channels, R&D, and manufacturing. Notably, in 2021, sales of Songwei High-end Decorative Lighting grew by 60%, and the number of exclusive stores nationwide exceeded 1,000, ranking first in the industry in both aspects. In recent years, the enterprise has focused on "high-end positioning and youthful appeal" as its strategic direction.


In March 2025, Songwei's intelligent digital industrial park, with a total investment of approximately 310 million yuan, officially commenced operations, announcing the creation of a creative decorative lighting Industry 4.0 smart industrial park integrating intelligent manufacturing, R&D innovation, and high-end sales. In May 2025, at its core supplier conference, the company also emphasized strict adherence to quality standards, controlling the entire process from raw materials to production.


Although the number of luminaires voluntarily recalled by this enterprise, which claims to be a "leading brand in decorative lighting," is small, the defect of "external and internal wiring not complying with National standard (mandatory / recommended)" acts like a ticking time bomb, pointing directly to long-neglected quality supervision loopholes in the industry. Meanwhilewhether the enterprise can uphold the quality baseline during rapid expansionmay become the focus of industry attention.


However, from another perspective, it can be said that after discovering product quality issues, the enterprise's initiative to launch a recall is a manifestation of assuming social responsibility and being accountable to consumers. This can be viewed as a positive crisis management approach by the brand to maintain its image as a "leading brand in decorative lighting" and the reputation of a "Zhongshan Quality Benchmark Enterprise." At the same time, this serves as a reminder to other lighting enterprises:product quality management is a complex systematic engineering project; even with advanced production lines and Patent technology, vigilance must be maintained over every production detail.

In addition, some time ago, the Zhongshan Municipal Administration for Market Regulation also publicized the recall plan for LED-related products of another enterprise—Zhongshan Yuxiaojiang Intelligent Technology Co., Ltd. (hereinafter referred to as "Yuxiaojiang").


Yuxiaojiang voluntarily reported the "Consumer Product Recall Plan" to the Zhongshan Municipal Administration for Market Regulation, recallingcertain UVLED YuChuangHeCheng brand Sunshine 3S model YuChuangHeCheng UVLED nail lampsmanufactured between March 22, 2023, and October 14, 2024, involving a quantity of15,737 units. It is reported that the centralized recall period is planned from September 15, 2025, to November 14, 2025 (subject to actual progress arrangements).

Yu Xiaojiang stated that it will provide consumers with free repairs, replacement with a new product that meets safety requirements, or return processing to eliminate safety hazards.


According to Ai Qi Cha, Yu Xiaojiang was established on October 16, 2020. Its business scope includes general items: technical services, technical development, technical consulting, technical exchange, technology transfer, technology promotion; manufacturing of lighting fixtures; sales of lighting fixtures; R&D of household appliances; manufacturing of household appliances; sales of household appliances; domestic trade; internet sales (except for commodities requiring licenses); Export of goods; Import and Export of technology; sales of Class II medical devices. Licensed items: production of Class II medical devices; production of disinfection equipment; sales of disinfection equipment.


Such multi-faceted, end-to-end quality defects are not uncommon among small and medium-sized lighting enterprises.


Behind the Recall:

The quality alarm in the lighting industry has sounded again

The Yu Xiaojiang UV LED nail lamp, recalled during the same period due to “structural defects and insufficient insulation,” involved 15,737 units, highlighting the lack of quality control among small and medium-sized enterprises. As a leading brand in the industry, such low-end errors by Songwei Lighting are even more ironic. The recall incident serves as a mirror, reflecting both corporate responsibility awareness and the development stage of the industry.


Behind the frequent quality issues of lighting products lie deep-seated contradictions accumulated over the long term in the industry. Some enterprises, in order to cut costs, either use low-priced, inferior capacitors and inductors, or simplify filter circuit designs, causing various problems.


Taking “non-compliance with harmonic current limits” as an example, this seemingly technical issue actually reflects short-sighted behavior where companies sacrifice product quality to save just a few yuan or even cents in cost.


On the other hand, enterprises’ insufficient understanding of standards is also a major cause. The results of the national supervision spot checks in 2021 showed that the main reason for non-compliance of fixed general-purpose luminaires was “companies’ inadequate understanding of the requirements of GB 7000.1—2015 and unreasonable product structure design.” In fact, this standard had already been published and implemented, but the compliance rate among enterprises remained insufficient.


As the lighting industry transitions from "low-threshold manufacturing" to "high-tech integration," the original OEM-dominated industrial system reveals structural fatigue. Frequent quality issues are essentially a forced signal for industrial structure upgrading.


In response to lighting product quality issues, regulatory authorities have increased supervision in recent years. In 2024, the Guangdong Market Supervision Bureau spot-checked nearly 400 lighting products and handled discovered issues according to law. Recently, the Guangdong Provincial Administration for Market Regulation organized supervision and spot checks on the quality of 11 types of products, including LED control devices, identifying 345 non-compliant products, of which 344 were Luminaire types widely used in daily applications.


The State Administration for Market Regulation requires local authorities to "seize and detain non-compliant products in accordance with the law, and order the cessation of sales of the same product," and clearly specifies rectification requirements. Particularly for the two major Industry cluster regions, Guangdong Province and Zhejiang Province, it requires carrying out special quality rectification campaigns and maintaining high-pressure quality supervision. This time, Zhongshan City consecutively announced recall plans for two enterprises within two months, indicating that local regulatory departments are increasing the intensity of spot checks on lighting products.


Regulatory trends also present new characteristics: expanding from solely focusing on safety to multi-faceted requirements such as Energy efficiency, electromagnetic compatibility, and Environmental protection. The newly implemented EU General Product Safety Regulation (GPSR) and ERP Directive impose stricter standards on lighting products.


Previously, the State Administration for Quality Supervision, Inspection and Quarantine repeatedly pointed out that "structural defects" in LED products are a common industry ailment. Therefore, quality issues should urgently attract the attention of the entire industry, and the industry needs to further strengthen full-chain quality control from production to sales.

Only by enhancing standard awareness, technical accumulation, and brand trust through can China transition from a "major lighting manufacturing country" to a "lighting powerhouse." Regarding the future of the lighting industry and leading enterprises, experts believe that competition will no longer be limited to light bulb power and price, but will also focus on the experience of "light" and intelligent control.
