Notice | CQC Updates "Certification Rules for Safety and Performance of Intelligent Control Equipment and Terminal Products for Lighting"

The China Quality Certification Center (CQC) recently issued the "Notice on Implementing New Standards and Certification Rules for the Safety and Performance Certification of Intelligent Control Equipment and Terminal Products for Lighting".

The notice indicates that CQC13-465428-2016 "Certification Rules for Safety and Performance of Intelligent Control Equipment and Terminal Products for Lighting" has been recently revised, and the revised rules are: CQC13-465428-2025 "Certification Rules for Safety and Performance of Intelligent Control Equipment and Terminal Products for Lighting".

I. Main Contents of the Revision of Certification Rules

The certification basis standard GB/T 19510.1-2023 replaces IEC 61347-1-2015, GB/T 19510.211-2023 replaces GB 19510.12-2005, GB/T 7000.1-2023 replaces GB 7000.1-2015, and GB/T 19510.213-2023 replaces IEC 61347-2-13-2014, with corresponding revisions to "4.1.2 Sample Quantity", "Appendix 1", and "Appendix 2";

Added "3.3 Acceptance Review", "3.4 Development of Certification Plan", "12. Certification Responsibility" and "13. Technical Disputes and Appeals", revised "6. Review and Certification Decision";

Amend the certificate validity period: change from "10 years" to "5 years".

II. Implementation Requirements

From the date of issuance of this notice until December 31, 2025, enterprises may voluntarily choose to implement certification in accordance with the new version of the standards/new certification rules, or the old version of the standards/old certification rules. Starting from January 1, 2026, certification shall be implemented in accordance with the new version of the standards/new certification rules, and new version certificates shall be issued; old version certificates will no longer be issued.

对于已按旧版标准获证的产品，旧版标准认证证书持有人应及时向中国质量认证中心提交转换新版标准认证证书的申请，新旧版标准主要差异及试验要求参照附件执行。所有旧版标准认证证书转换工作最迟应于2026年12月31日前完成；逾期未完成的，中国质量认证中心将暂停旧版标准认证证书；2027年3月31日仍未完成转换的认证证书，中国质量认证中心将撤销旧版标准认证证书。

For certified products that were manufactured, placed on the market, and are no longer in production before January 1, 2026, certificate conversion is not required.

Before the new version of the standard is implemented, post-certification supervision shall be conducted in accordance with the standards listed in the certificate.

The implementation of voluntary product Certification for intelligent control equipment and terminal products for lighting in this notice to comply with the requirements of the new version of the standard does not exempt relevant products from the responsibility to comply with the relevant provisions of the Standardization Law of the People's Republic of China and the Product Quality Law of the People's Republic of China.

All relevant designated laboratories shall report to the China Quality Certification Center as soon as possible regarding their testing capabilities for the new version of the standard, and shall promptly file records of the status of laboratory qualification accreditation and recognition for passing the new version of the standard .

Effective immediately, the China Quality Certification Centre (CQC) has begun accepting certification applications in accordance with the revised rules. Enterprises may submit certification applications via the official CQC website.
