Non-compliance rate reaches 45%! Analysis of national spot checks on online-embedded luminaires
Recently, the State Administration for Market Regulation released a "Notice on the Results of National Supervisory Spot Checks on 13 Types of Online-Sold Products Including Fabric Steamers in 2024". This notice covers 66 batches of embedded luminaire products sampled from 63 sales units across 7 platforms including Tmall, JD.com, Vipshop, and Taobao, involving 55 production units in 8 provinces including Guangdong, Zhejiang, Beijing, Shandong, Anhui, and Henan, the inspection found 30 batches of non-compliant products, resulting in a non-compliance discovery rate of 45%.
Overall, the quality compliance rate of these online-sold embedded luminaires in the national spot check is 20 percentage points lower than that of embedded luminaires sold offline (physical stores) in 2024, but 18 percentage points higher than the national spot check in 2023.
The quality level of lighting products sold online in our country varies significantly. Some e-commerce platforms attract consumers with low-price, low-quality products that have poor quality, lack corresponding product certification, offer inadequate after-sales service, and are difficult for consumers to identify, resulting in online product quality being lower than offline product quality.
Based on understanding of previous national spot checks, the possible reasons for non-compliant online products are: first, some enterprises blindly reduce costs by purchasing non-compliant parts and accessories; second, enterprises fail to adopt reasonable insulation measures to isolate wires from accessible metal parts according to standard requirements; third, enterprises have insufficient understanding of national standard requirements, leading to unreasonable product structural design.
Relevant requirements
In response to the issues found during this national supervision spot check of product quality, relevant provincial market regulation departments shall, in accordance with the "Product Quality Law", "Interim Measures for the Administration of Product Quality Supervision Spot Checks" and other relevant requirements, quickly organize and carry out the handling of spot check results, and timely enter the handling situation into the e-CQS system.
For non-compliant products discovered during supervision spot checks, urge e-commerce platforms to immediately remove them from sale, and take measures such as sealing and seizure in accordance with the law, strictly prohibiting production enterprises from selling products leaving the factory. For non-compliant enterprises, further clarify rectification requirements, strictly urge implementation of rectification measures, and timely organize re-inspection. 对严重违法失信企业，要依法纳入严重违法失信名单管理。对涉嫌犯罪的，及时移送司法机关。 总局将加强抽查结果处置情况的跟踪督办，并视情通报。
