Just announced: 2025 tariff adjustments! Tariff rates for lighting products in these countries have changed

Recently, the Customs Tariff Commission of the State Council issued the "Announcement on the 2025 Tariff Adjustment Plan" (Tariff Commission Announcement No. 12 of 2024) (hereinafter referred to as the "Plan"), which will adjust import and export tariffs on certain goods starting from January 1, 2025. The implementation of the Plan fully leverages the macro-control role of tariffs, supports the development of new quality productive forces, promotes high-level opening-up, and solidly drives high-quality development.
The Plan implements agreed tariff rates for certain imported goods originating from 33 countries or regions under 23 agreements. The content regarding tariff adjustments for lighting products mainly involves the agreed tariffs for major lighting products from the ten ASEAN countries, Japan, South Korea, Pakistan, Nicaragua, Ecuador, Serbia and other countries and regions, as well as the provisional import tariff rate for "ultra-high-pressure mercury lamps for lithography equipment under tariff heading 84.86", among two items.(For specific details of the 2025 Tariff Adjustment Plan, click "Read Original Text" below to learn more.)
The Plan reduces tariffs on lighting products for 18 countries,
RCEP tariffs further reduced
Further tariff reductions in accordance with the free trade agreements between China and New Zealand, Peru, Costa Rica, Switzerland, South Korea, Australia, Pakistan, Mauritius, Cambodia, Nicaragua, Ecuador, Serbia, and the Regional Comprehensive Economic Partnership (RCEP). Benefiting from the continuous advancement of RCEP, ASEAN countries have seen further reductions in agreed tariff rates for major lighting products, dropping from 5.6%-17% last year to 5.6%-14.7% this year, with most products seeing a reduction of more than 0.5%. South Korea saw its agreed tariff rates for major lighting products drop from 0%-10% last year to 0%-9% this year, an overall reduction of 1%. Japan also reduced agreed tariff rates for major lighting products, from 6.5%-17.5% last year to 5.8%-16.3% this year, with the reduction narrowing by more than 0.3 percentage points. Australia and New Zealand also saw agreed tariff rates lowered by 0.5-1 percentage points, down to 4.8%-16% this year. Pakistan saw further declines in agreed tariff rates for 10 major lighting products, with the reduction narrowing by 0.5-1.4 percentage points. Nicaragua also saw a decrease in agreed tariff rates for lighting products, from 6.4%-9% last year to 4.8%-8% this year.
Additionally, the implementation rates for this free trade agreement and preferential trade arrangements newly include Ecuador and Serbia, with agreed tariff rates for 21 major lighting products being 6.4%-8.9% and 4%-8%, respectively.
From an export perspective, China's total export value of lighting products to markets affected by this tariff adjustment in the first 11 months was approximately $11.6 billion, a year-on-year increase of 8.1%. Among these, exports of Chinese lighting products to ASEAN countries such as Malaysia, Singapore, and Indonesia, as well as to countries like Serbia and Nicaragua, maintained growth, with increases exceeding 12%. Exports to countries such as Australia and New Zealand declined, with decreases ranging from 7% to 40%. It is expected that after the implementation of the new 2025 tariff adjustment plan, China's lighting industry will establish closer ties with the aforementioned adjusted markets.

Implementation of provisional import tariff rates
Effective January 1, 2025, "Ultra-high-pressure mercury lamps for lithography equipment under heading 84.86" will be subject to provisional import tariff rates. Compared with 2024, this adjustment to the provisional import tariff rates removes "lighting light sources for color projectors" and renames "High-pressure mercury lamp (power ≥ 1 kW) for lithography machines" to "Ultra-high-pressure mercury lamps for lithography equipment under heading 84.86".
