19 batches of non-compliant luminaires, with many well-known brands listed!

On December 16, the official website of the Beijing Municipal Administration for Market Regulation released the results of the supervision and spot checks on the quality of electronic and electrical products in Beijing. The announcement showed that 19 batches of luminaire products failed to meet quality standards, including well-known brands.

Non-compliant items for luminaires involved protection against electric shock, disturbance voltage (mains terminals), harmonic current limits, etc.

(1) Protection against electric shock

The electric shock protection item reflects whether the product's structure and enclosure can provide protection against live parts. The standards GB/T 7000.1-2015 "Luminaires - Part 1: General requirements and tests" and GB/T 7000.201-2008 "Luminaires - Part 2-1: Particular requirements - Fixed general purpose luminaires" stipulate that luminaires shall be constructed so that, when installed and wired for normal use, and when opened to replace replaceable light sources or (replaceable) starters, their live parts are not accessible, even if tools are required. Inspections revealed that some luminaire products have accessible live parts, posing a risk of electric shock during use.

(II) Disturbance voltage (mains terminals)

The disturbance voltage (mains terminals) item reflects the electromagnetic disturbance generated by the product on the connected grid environment during normal operation. The standard GB/T 17743-2021 "Limits and methods of measurement of radio disturbance characteristics of electrical lighting and similar equipment" stipulates that "disturbance voltage (mains terminals) shall comply with the emission limits in the frequency range of 9 kHz to 30 MHz". Inspections found that the measured values of some products exceeded the standard limits. Non-compliance will cause electromagnetic pollution, interfere with the normal operation of surrounding electronic devices, and may seriously affect the safe operation of the power grid.

(III) Harmonic current limits

The harmonic current limits item refers to non-sinusoidal characteristic currents introduced by equipment or systems. The standard GB 17625.1-2012 "Electromagnetic compatibility - Limits - Limits for harmonic current emissions (equipment input current ≤16 A per phase)" stipulates that luminaires belong to Class C, i.e., lighting equipment. The limits for Class C equipment are divided into two categories based on active input power: greater than 25 W and not greater than 25 W. Inspections found that the measured values of some products exceeded the standard limits. Non-compliance will increase line losses, waste grid capacity, affect equipment stability, and cause hazards such as interference with grid power protection, self-control devices, and appliances, leading to malfunctions.

Information on Non-compliant Products:

For producers and sellers of non-compliant products identified during spot checks, the Beijing Municipal Administration for Market Regulation has transferred all cases to the market regulation departments in the locations where the business entities are registered for investigation and punishment in accordance with the law. It also urges relevant business entities to promptly remove non-compliant products from shelves to prevent them from entering the market, thereby comprehensively eliminating safety hazards associated with non-compliant products and firmly safeguarding the baseline of product quality and safety.

The Beijing Municipal Administration for Market Regulation advises consumers and users to choose luminaire products bearing the CCC mandatory certification mark when purchasing. Pay attention to the materials and wiring of the product, such as the smoothness of the cover and the uniformity of light transmission, as well as the material, thickness, and neatness of the wiring arrangement.
