Shenzhen local standard "Multi-functional Smart Pole Cybersecurity Level Protection Specification" officially implemented

According to the Shenzhen Municipal Administration for Market Regulation, the Shenzhen local standard DB4403/T 455—2024 "Multi-functional Smart Pole Cybersecurity Level Protection Specification" was officially implemented on July 1.

The standard was jointly drafted by 10 enterprises and institutions, including Shenzhen Maishanlong Information Technology Co., Ltd., Shenzhen Unilumin Technologies Co., Ltd., Shenzhen Information Infrastructure Investment and Development Co., Ltd., Beijing Topsec Network Security Technology Co., Ltd., BRICS Future Network Research Institute(China·Shenzhen), Shenzhen University, Shenzhen Water Science and Technology Development Co., Ltd., Shenzhen Botong Intelligent Technology Co., Ltd., Shenzhen New Generation Information Technology Industry Association, and Xinruan Testing and Certification (Shenzhen) Group Co., Ltd. It specifies the basic requirements for cybersecurity level protection of multi-functional smart poles, as well as security requirements for Level 1, Level 2, Level 3, and Level 4. It applies to the construction and operational management of cybersecurity levels for non-classified objects of multi-functional smart poles.

Regarding the definition of key terms, the standard states that the multi-functional smart pole system network is a composite public infrastructure network integrating smart lighting, video capture, mobile communication, traffic management, environmental monitoring, meteorological monitoring, radio monitoring, emergency assistance, and information interaction. Devices in this network can continuously generate or receive information flows, achieving various intelligent functions through the connection and coordination of the system network, serving as an important carrier for building a comprehensive perception network for new-type smart cities in the future.

Regarding the lighting functions related to the multi-functional smart pole system network, this standard proposes multiple requirements:

In the requirements for a secure physical environment, this standard states that the multi-functional smart pole system network should adopt power supply devices capable of long-term operation for mounted equipment such as traffic signals, communication base stations, LiDAR, , and smart lighting.

In application scenarios where equipment is mounted on the multi-functional smart pole system network, this standard proposes that the top of the multi-functional smart pole should be equipped with lighting devices, mobile communication base stations, environmental monitoring equipment, weather monitoring equipment, etc., at a height of more than 8m. Among these, the configured mounted lighting equipment and smart lighting management equipment need to support intelligent remote centralized control, automatic adjustment, and other functions for street light lighting through intelligent design and refined management.

In addition to lighting functions, this standard also proposes that the equipment mounted on the functional smart pole system network must also meet urban service functions such as smart security, smart transportation, smart parking, smart environmental protection, smart linkage, smart detection, roadside parking, unmanned driving, charging equipment, and smart emergency response, to meet the different needs of urban management and public life.

At a time when the construction of smart cities across the country is in full swing, the introduction of this standard will provide authoritative technical guidance for the improvement of multi-functional smart pole functions in Shenzhen and even nationwide, as well as for the cybersecurity construction of this type of new infrastructure facility. It also opens up innovative ideas for road lighting enterprises to cross over and participate in the construction of functional smart pole system networks, thereby empowering the diversified integration and development of the national lighting industry with more high-tech industries.
