On November 26, 2023, the 8th Member Congress of the Henan Lighting Society and the 2023 Henan Lighting Technology Academic Forum were successfully held at the Junji Hall of Songshan Hotel in Zhengzhou. The Forum focused on key areas of smart lighting, discussing development trends in the central region's lighting industry, aiming to promote the rise and sustainable healthy development of the lighting industry in the central region through focusing on current industry hot topics and showcasing advanced product technologies, facilitating idea exchange and integration. This Forum is the 57th event in the "Sci-Tech Innovation Central Plains" series under the academic leadership project of the Henan Association for Science and Technology, and has become a grand gathering for the lighting academia and industry in central China. This Conference was guided by the China Illuminating Engineering Society, Henan Association for Science and Technology, Henan Provincial Department of Housing and Urban-Rural Development, and Henan Provincial Department of Culture and Tourism. It was hosted by the Henan Lighting Society and organized by Henan Chuitian Technology Co., Ltd. It was co-organized by lighting societies from sister provinces, including the Hunan Lighting Society, Hubei Lighting Society, Beijing Lighting Society, Shanghai Lighting Society, Jiangsu Lighting Society, Anhui Lighting Society, and Jiangsu Lighting Electrical Association. The event also received strong support from enterprises such as Henan Ruiguang New Energy Technology Co., Ltd., Henan Xinzhongfei Technology Co., Ltd., Henan Tianyu Lighting Technology Co., Ltd., Talos Smart Display Technology (Shenzhen) Co., Ltd., Shenzhen Aclight Technology Co., Ltd., Guangdong Lanyun Lighting Co., Ltd., Henan Yangshao Liquor Industry Co., Ltd., and Yanggang Construction Group Co., Ltd. Amidst the majestic national anthem, the 8th Member Conference of Henan Lighting Society commenced, hosted by Deputy Secretary-General Ma Tianlei. After introducing the guests, the following agenda items were conducted in sequence: 1. The moderator reported on member attendance and proxy voting status; party committee and supervisory board attendance; 2. Heard and reviewed Chairman Yu Bing's "Work Report of the 7th Council of Henan Lighting Society"; 3. Heard and reviewed Deputy Secretary-General Wu Chengkai's "Financial Work Report of the 7th Council of Henan Lighting Society"; 4. Heard and reviewed Supervisor Yang Lixi's "Supervisory Work Report of the 7th Council of Henan Lighting Society"; 5. Heard and reviewed Secretary-General Luo Yong's "Report on Change of Society Office Location", "Explanation on Chairman Yu Bing's Resignation as Legal Representative of the Society", report on preparatory work for the general election, election methods for council members and supervisors; list and selection explanation for election scrutineers and tellers; 6. Heard Deputy Secretary-General Ma Tianlei's explanation on the revision of the "Henan Lighting Society Constitution (Draft)"; 8. Heard Secretary-General Luo Yong's list of candidates for council members and supervisors and explanation on their selection; 10. Secret ballot vote on the "Henan Lighting Society Constitution (Draft)", "Henan Lighting Society Membership Fee Standards", and list of candidates for council members and supervisors. Through voting, the 8th Council of Henan Lighting Society, consisting of 91 council members, and 3 supervisors were elected. Subsequently, the First Meeting of the 8th Council was held, electing the new leadership team of Henan Lighting Society: Luo Yong was elected as Chairman, Song Xiaowei as Secretary-General, and Yang Lixi, Feng Jian, Liu Zhong, Guo Zhentao, Liu Guohui, Du Hongyi, and Wang Menglei as Vice Chairmen. Afterwards, the 8th Member Conference continued, where newly elected Chairman Luo Yong delivered an inaugural address and presented the appointment letter of Honorary Chairman to Comrade Yu Bing. Newly elected Secretary-General Song Xiaowei also delivered an inaugural address. Subsequently, the 8th Member Conference of Henan Lighting Society concluded successfully.

Next, the 2023 Henan Lighting Technology Academic Forum officially commenced. At the opening ceremony, Liu Zhenglei, Chairman of the China Illuminating Engineering Society, pointed out in his address that the lighting industry is developing from functional to intelligent. This conference focuses on the new developments and trends in lighting technology in the era of artificial intelligence, aiming to promote the progress of "smart lighting" technology and industry, and to foster the prosperous development of China's lighting cause. In recent years, the Henan Lighting Society has achieved gratifying results. The China Illuminating Engineering Society is willing to work hand in hand with the Henan Lighting Society, continue to pay attention to and support its academic exchange activities, achieve win-win cooperation, and promote the high-quality development of China's lighting industry.

Wang Jifen, Chairman of the Henan Provincial Association for Science and Technology, emphasized the important role of academic societies as platform organizations connecting the government, enterprises, and research institutions in technological innovation and Industry development. He affirmed the achievements made by the Henan Lighting Society in recent years, especially Chairman Luo Yong's receipt of the CIE Special Contribution Award, which marks a new level for the work of the Henan Lighting Society. It is hoped that the Henan Lighting Society will lead colleagues in the provincial lighting Industry, rely on technological innovation and integration, deeply explore the value of lighting systems, expand product functions, develop smart lighting technology, and promote the progress of the lighting cause in Henan.

In his speech, Zhang Fengyou, former Inspector of the Henan Provincial Department of Culture and Tourism, emphasized the development of lighting technology and the empowering role of nighttime light tours in the night economy. The popularization of LED technology has made lighting more energy saving and environmentally friendly. Through digital control and programming, lighting can achieve smarter effects. Lighting not only beautifies the urban nightscape but also brings huge commercial value to the night economy. The development of cultural tourism lighting should first focus on innovation and creativity; secondly, on the combination of technology and art; thirdly, on the integration of cultural tourism lighting with public leisure; and finally, on green environmental protection and sustainable development.

Ji Yuanyuan, Deputy Director of the Urban Management Division of the Henan Provincial Department of Housing and Urban-Rural Development, pointed out that the lighting Industry is crucial to the quality of urban infrastructure construction. As an expert think tank for the Provincial Department of Housing and Urban-Rural Development, the Provincial Lighting Society has made outstanding contributions in formulating standards for smart light poles, urban landscape planning, and acceptance of lighting projects. It is hoped that the society's experts will carry out technical breakthroughs around key issues in municipal lighting construction, promote the popularization and application of energy saving, pollution-free, and intelligent lighting technologies, provide valuable suggestions in compiling special plans and promoting energy saving renovations, and improve the scientific nature and operability of government decision-making.

Ma Tianlei, Deputy Secretary-General of the Henan Illuminating Engineering Society, and Song Lixin, Vice Chairman, presided over the first and second halves of the academic reports respectively. Professor Xu Hua from the Architectural Design and Research Institute of Tsinghua University delivered a keynote report titled "Reflections on Urban Lighting." The development of urban lighting progresses in tandem with the economy. As economic growth slows, what aspects of urban lighting require our consideration? This report analyzed the factors influencing the development of urban lighting through key terms such as safety, health, low carbon, comfort, and intelligence, proposed practical ideas and suggestions, and analyzed and展望ed future development trends in the urban lighting industry.

Yao Mengming, Vice Chairman of the China Illuminating Engineering Society, delivered a keynote report titled "Light · Data · Intelligence — Empowering the Low-Carbon Transition of Lighting," elaborating on the significant role of the lighting industry in China's dual carbon path. Lighting can reduce carbon emissions and environmental footprints through smart lighting and integrated innovation driven by "Light · Data · Intelligence." Technological innovations in lighting empower the low-carbon transition, including low-carbon lighting products, smart lighting systems, lighting operation and maintenance services, and full-cycle circular economy models, while policies and regulations also guide this transition. In addition to carbon emissions during the production and use phases of lighting products, emissions from disposal and recycling stages must be considered. It is necessary to adopt life-cycle management methods, promote circular economy lighting models, and further reduce the environmental impact of lighting beyond greenhouse gases through Environmental Product Declarations (EPD). Lighting should also protect biodiversity by minimizing impacts on species and ecosystems.

At the Electric Light Source Research Institute of Fudan University, Professor Zhang Shanduan delivered a keynote report titled "Research and Development of All-LED Standard Light Source Color Assessment Cabinets." To meet the high demands for light color quality of standard light sources in color-related industries, an all-LED standard light source color assessment cabinet was developed. This cabinet mainly comprises LED light sources, driver control modules, and the cabinet body. Each light source module includes two types of full-spectrum white LEDs, 20 monochromatic LEDs, and four UV LEDs, with PWM dimming ratios for each channel determined by genetic algorithms. By selecting target color temperature and illuminance via a touch screen, it achieves 11 selectable color temperatures within the range of 2856–7500 K, including Illuminant A, reconstructed daylight, and black body spectra, and five adjustable illuminance levels within 300–3000 lx. The uniformity of illuminance in the observation area of the color assessment cabinet is >92%, color temperature uniformity is >98%, chromaticity difference Duv<0.003，显色指数ra>98, special color rendering indices R1–R15 are >95, and the metamerism index MI<0.25 a="" p="" style="line-height: 1.75em;"> for reconstructed daylight D50, D55, D65, and D75.

Zhang Geng, Director of the Lighting Department at Zhongnan Architectural Design and Research Institute Co., Ltd., delivered a keynote report titled "Stage Performance in Cultural Tourism Night Tours." The soul of cultural tourism night tours—stage performance—combines immersive performance with a "pan-stage" architecture, using the form of stage sound and light to convey the charm of theatrical shows. Using the dynamic lighting EPC project of the Xiguan Impression Block in Fangxian County as an example, the report shared how stage lighting and sound reinforcement techniques are applied in cultural tourism night tours to construct a pan-stage for scenic area night tours, creating a dramatic and artistic immersive stage experience, thereby connecting multiple scenes in the block and revitalizing open night tourism.

Feng Jian, Vice Chairman of the Henan Lighting Society, delivered a keynote report titled "Interpretation of the General Code for Building Energy Saving and Renewable Energy Utilization GB55015-2021". The report explained the current engineering construction standards that have been abolished from the perspective of lighting, as well as mandatory provisions related to lighting, guiding lighting designers, especially interior designers, to become familiar with the main matters based on in design. At the same time, combined with the "General Code for Building Environment", it clarified the mandatory indicators and basic requirements, content architecture, element composition, and other elements aligned with foreign technical regulations and advanced technical standards for design, testing, and acceptance. It also outlined the main technical indicators and requirements in terms of ensuring safety, environmental protection, and personal health, so as to align with the regulations and standards of developed countries. Meanwhile, it emphasized that some mandatory provisions of the current engineering construction standards are simultaneously abolished.

Dr. Ni Shuiping, Chief Engineer of the Central Research Institute of Henan Chuitian Technology Co., Ltd., delivered a special report titled "Integration and Innovation — A Brief Analysis of New Applications of Smart Poles". In recent years, accelerating the construction of smart pole stations and creating "multi-pole integration, multi-sensor integration" has become a core demand of new infrastructure, while hyper-converged poles based on shared pole stations have become an inevitable path for urban governance. Chuitian focuses on the construction and operation of traffic equipment manufacturing and smart transportation projects, establishing a new all-round cooperation model of "R&D, marketing, sales, and service" with Huawei. Empowering urban digital transformation with the urban intelligent entity architecture of "perceptive, thoughtful, warm, and evolvable", taking smart lighting as the anchor point, from light poles to hyper-converged smart shared pole stations, focusing on the city's "nerve endings", fully assisting urban new infrastructure. With the empowerment support of Huawei's ICT product portfolio solutions and technology introduction, jointly creating new smart application scenarios such as smart shared pole stations, minimalist IoT pole stations, and smart drone landing pads, achieving a city that is "safer in operation, more diverse in services, more agile in response, more refined in governance, and more efficient in service".

Hao Guangjun, General Manager of Talong Zhixian Technology (Shenzhen) Co., Ltd., delivered a special report titled "Sharing Experience in the Implementation of LED Display Screens on Smart Streetlight Poles", elaborating on the technical and industry status of smart streetlights or multi-functional poles, introducing the implementation practices of smart streetlight projects in major events such as the Qatar World Cup, Hangzhou Asian Games, Xi'an National Games, and Chengdu Universiade, sharing the company's rich experience in the full process of design, production, installation, commissioning, and operation and maintenance of multi-functional poles, and looking forward to the future development trends of smart streetlights.

Li Qiaona, Product Manager of Henan Ruiguang New Energy Technology Co., Ltd., delivered a special report titled "R&D and Application of Key Technologies for IoT-based Solar Street Lights". She provided a detailed analysis and elaboration from four aspects: the current industry status of solar street lights, market bottleneck issues, key R&D technologies, and the classification of application fields for different types of solar products. By leveraging key technologies such as independently developed low-light power generation technology, high luminous efficacy light source technology, IoT smart control systems, and customized configuration of solar systems, the report addressed pain points of traditional solar street lights, such as lights going out on cloudy and rainy days, low illuminance, short lifespan, and low level of intelligence, thereby enhancing the overall stability and endurance of solar street lights.

Zhao Guangyao, General Manager of Henan Tianyu Lighting Technology Co., Ltd., delivered a special report titled "Innovation and Practice of Intelligent Manufacturing for Green Energy Saving". He shared the development and application of new materials in the production of smart streetlight poles. Leveraging the characteristics and advantages of weathering steel and fluorocarbon paint in street light pole manufacturing, technical R&D was conducted to extend the lifespan of street lights. Through material testing of weathering steel, the rusting process and welding process of weathering steel were mastered. By utilizing the unique weather-resistant properties of weathering steel, the environmental pollution problem caused by adding hot-dip galvanizing process to improve product lifespan during the processing and production of ordinary steel was solved, while also increasing the service life of street light poles.

The forum also held an offline exhibition and exchange meeting for new lighting technologies and products. Many enterprises from inside and outside the province exhibited their latest technologies and products. Industry and technical participants discussed and exchanged views on hot topics in the industry such as smart poles, solar batteries, and smart lighting technology. The frequent on-site exchanges and warm atmosphere promoted communication on technologies and products, strengthened cooperation and exchange among various entities in the industry, and promoted the development of lighting technology and industry in central China.

After the Forum concluded, a member assembly celebration gala themed "Night of Chuitian" was held.
