Jiangbei District Urban Lighting: Continuously Promoting High-Quality Development of Green Lighting with "Three Hundreds" Achievements

In recent years, the Jiangbei District Urban Management Bureau has deeply implemented the goals of carbon peaking and carbon neutrality, with the main work objective of "scientifically building a low-carbon, beautiful, and smart lighting environment in Jiangbei." By continuously improving the construction of green, low-carbon urban lighting and the level of intelligent control, and persistently carrying out remediation work in dark and blind spots, it has achieved green, low-carbon, and high-quality development of urban lighting.

Eliminate urban dark zones

The street light installation rate in the urban built-up area of the entire district has reached 100%. To address citizens' difficulties in nighttime travel and enhance people's sense of well-being, Jiangbei District has continuously carried out special rectification work for "no-light areas" and "dim-light areas." Through various channels such as collecting lighting installation needs from sub-districts, soliciting opinions in communities, listening to residents' requests, and conducting comprehensive on-site inspections, we carefully identify dark blind spots formed during urban development and promptly organize and implement supplementary street light installations.

According to statistics, in 2022, Jiangbei District installed 68 additional street lights in back alleys and minor streets, and approximately 183 additional street lights on major and secondary roads. In recent years, Jiangbei District has cumulatively installed 1,736 various types of street lights on old roads and in back alleys, rectified 244 areas with insufficient lighting, completely eliminated dark and blind spots within the built-up area, making nighttime travel safer and more reassuring for residents.

Accelerate energy-saving retrofits

The green energy-saving coverage rate of directly managed street lights in the entire district is 100%. To actively implement the goals of carbon peaking and carbon neutrality, Jiangbei District is actively promoting the construction of a green and low-carbon city, continuously exploring new models and paths for green and low-carbon development. In 2017, Jiangbei District completed the energy-saving retrofit of the first batch of 8,362 street lights, and continued to advance urban lighting energy-saving retrofits in subsequent construction and renovation projects. In March 2022, LED energy-saving retrofits were implemented on road lighting street lights under direct management in Jiangbei District that had high energy consumption, high electricity usage, and low CRI, with a total of 5,140 units retrofitted.

"The efficacy of the LED luminaires used after the retrofit reaches 150 lm/W, which is an improvement of over 60% compared to conventional LED luminaires with 90 lm/W," introduced a person in charge from the Jiangbei District Urban Lighting Management Office. After the completion of the retrofit, the proportion of high-efficiency energy-saving LED luminaires for street lights directly managed by Jiangbei District reached 100%, significantly improving the quality of urban lighting.

Enhance Intelligence

The intelligent coverage rate of directly managed lighting facilities in the entire district is 100%. In recent years, Jiangbei District has actively explored the construction of urban lighting intelligent control systems to improve lighting management levels through technical means.

In April 2022, in accordance with the overall requirements of "continuously improving the refinement, intelligence, and humanization of urban management" and "meticulous, intelligent, and public participation-based management of large cities," Jiangbei District completed the upgrade project for the centralized control system of functional lighting and landscape lighting.

In Jiangbei District, smart control terminals were installed on 57 box-type substations, 104 street light control cabinets, and 264 distribution boxes for decorative lighting that still used traditional control methods. A total of 425 terminals were added and integrated into a centralized control system, achieving 100% intelligent control of all directly managed street lights and landscape facilities in the district.
