I. Spot checks by the quality supervision department

According to the 2023 Guangdong "Implementation Rules for Product Quality Supervision and Spot Checks of Fixed General-Purpose Luminaires (Luminaires for Classroom Lighting)", luminaires for classroom lightinghave been included in the scope of supervision and spot checks. The 16 test items will inevitably become mandatory inspection items for supervision and spot checks.
Coincidentally, the 107 product categories in the "2023 Guangxi Product Quality Supervision and Spot Check Plan" also include: fixed luminaires, portable luminaires, portable luminaires for children, fire emergency luminaires, etc.
In classroom lighting, conventional products such as classroom lights, blackboard lights, and desk lamps are all CCC mandatory certification products, and were included in the key quality supervision and spot check plans across various regions in 2023. National CCC-certified products are inevitably subject to strict quality supervision; do not take chances.
On January 11, 2023, the website of the Weifang Municipal Administration for Market Regulation in Shandong Province released the results of the third municipal-level supervisory spot check on luminaire product quality in 2022.
On February 20, 2023, the website of the Market Supervision Administration of Foshan City, Guangdong Province, released a notice regarding the supervision and spot check results of lighting source and luminaire product quality (No. 6 of 2023)

II. Special Supervisory Spot Checks on Sanitary Daylighting and Lighting

Special supervision and spot checks on classroom daylighting and lighting hygiene have become an annual routine task for health departments in various regions under the "double random" mechanism. From an industry perspective, current items in these health inspections are relatively easy to meet standards. However, it should be noted that with changes in funding volume, renovation speed, and compliance rates of retrofit projects, future inspection methods, detailed rules, and testing agencies may undergo changes. For projects funded by fiscal funds, quality is particularly important as they may be subject to audit at any time.
3. Testing and acceptance by off-site or designated third-party agencies

4. Untimely or unresponsive after-sales service

This competition manifests in both bid scoring and marketing promotions. For instance, 3-year warranties have escalated to 5-6 years, with some even offering 8 years, along with on-site "lamp cleaning" services. We encourage companies to improve "quality and service," but we disdain using promises merely as marketing tactics; brands must demonstrate rational responsibility. Do not treat educational lighting with temporary measures like "grand titles" for "small departments," as this will turn after-sales service into a risk for the company itself.
5. Risks of questioning and complaints regarding bidding qualifications

As classroom lighting retrofit projects arrive in a concentrated wave, competition is self-evident. Manufacturers must clearly warn themselves and their partner merchants to be vigilant against "radish bidding," and large enterprises must prevent the transfer or leasing of qualifications and certificates for others to bid. Bidding by borrowing or affiliating with other entities is prohibited. Small, medium, and micro enterprises must strictly avoid providing false performance records, award certificates, or other fraudulent materials to win bids. Illegal challenges, complaints, or non-cooperation with supervision and inspections that intentionally disrupt the bidding market are forbidden. Minor violations may lead to challenges and complaints; serious violations will result in being listed on the credit blacklist and facing legal liability.
