Up to 7.5 million, Shenzhen Longhua New Display Industry Special Fund now open for applications

To encourage the development of the digital economy industry in Longhua District, Shenzhen, and support new display enterprises to grow stronger and larger, the Longhua District Development and Reform Bureau is now organizing the application work for the 2023 Longhua District New Display Industry Development Special Fund , with the first round of applications taking place from February 24, 2023 to March 31, 2023.

The declaration targets enterprises, industry associations, and other organizations whose registration, actual place of business, tax relations, and statistical relations are all in Longhua District. Relevant products mainly include materials, components, key equipment, and product R&D, manufacturing, and application in fields such as OLED (Organic LED) displays, Micro/Mini LED (Micro Light-emitting diode) displays, AMOLED (Active Matrix Organic LED) displays, 8K ultra-high-definition displays, QLED (Electroluminescent Quantum Dot) displays, laser displays , 3D (Three-dimensional) displays, and holographic displays.

There are seven levels of funding standards:

(1) Support enterprises in carrying out technological innovation. Enterprises that won awards such as "Best New Display Technology" and "Best Technology Demonstration" selected by the Society for Information Display (SID) in 2022, as well as awards for Best Innovative Display, Innovative Display Component, Innovative Display Application Technology, Best Display Product, Display Component Product, and Display Application Product selected by SID China, will receive a one-time reward of 500,000 yuan.

(II) Strengthening key links in the supply chain. Support enterprises to focus on Mini LED, Micro LED, 4K/8K, 3D display and other directions, breaking through key core technologies in the supply chain. For new display enterprises that received support from the Shenzhen New Generation Information Technology Industry Support Plan for supply chain key link enhancement projects in 2022, a matching reward of 50% of the municipal funding amount will be granted, with a maximum funding of 5 million yuan per project.

(3) Support the industrialization of high-tech. Support enterprises in implementing industrialization projects for independent innovation achievements. For new display enterprises that received ex-post subsidies for high-tech industrialization under the Shenzhen Strategic Emerging Industry Development Support Plan in 2022, a matching reward of 50% of the municipal funding amount will be granted, with a maximum subsidy of 7.5 million yuan.

(4) Support the establishment of an industry service system. Support industry associations, industry alliances, new think tanks, and leading enterprises in the field of new displays to build public service platforms for new displays, carrying out public services such as common technology research, achievement transformation and promotion, standard formulation, testing and inspection, and technical talent training. For those supported by the Shenzhen Strategic Emerging Industry Development Support Plan's municipal-level industrial technology public service platform projects and the Next-Generation Information Technology Industry Support Plan's public service projects in 2022, a matching reward of 50% of the municipal funding amount will be granted, with a maximum subsidy of 2.5 million yuan.

(5) Support the construction of specialized industrial parks. The park area shall be no less than 10,000 square meters, with no fewer than 5 new display enterprises accounting for no less than 70% of the enterprises settled in the park. The total annual output value of new display enterprises in the previous year shall be no less than RMB 2 billion. Parks reviewed and certified as Longhua District Digital Economy Industrial Park - New Display Specialized Industrial Park will receive a one-time reward of RMB 1 million for the park operating entity.

(6) Support the development of industry associations. With the filing and approval of the national, provincial, and municipal competent authorities, newly established or newly relocated new display industry associations in Longhua District in 2022, which have fixed office premises and full-time staff in Longhua District, sound financial management systems, and no fewer than 20 member units registered and established in Longhua District, shall be granted one-time subsidies of RMB 800,000, RMB 500,000, and RMB 300,000 respectively.

(7) Support the organization of high-end forums and exhibitions. Upon filing and on-site review, if a specialized high-end forum and exhibition on new displays in the digital economy sector was successfully held in Longhua District in 2022, with participation from no fewer than 50 enterprises, featured in dedicated sections by three or more national, provincial, or municipal media outlets, and significantly enhanced the image and status of our district's industry development, a one-time subsidy of RMB 300,000 will be granted. The total annual support for the same institution shall not exceed RMB 600,000.

Applications for the special fund supporting the development of the new display industry are accepted year-round, using a combination of "centralized submission and processing" and "rolling submission with batch processing." All applicant enterprises must submit their application materials in written form to the Longhua District Development and Reform Bureau by March 31.
