Classroom lighting retrofit has been included in the government's livelihood projects for 2023 in multiple regions!

As the provincial two sessions conclude for 2023, lists of livelihood initiatives in government work reports across regions are gradually being released. Among them, classroom lighting has emerged as a frequently mentioned topic.

Jiangsu Province, China

On January 15, 2023, the first session of the 14th Jiangsu Provincial People's Congress opened. The report released this year's 13 categories and 55 livelihood projects by the provincial government in an attachment. Regarding classroom lighting, the livelihood project is:

★ Establish 40 new or expanded ordinary high schools, including 19 newly built and 21 expanded/renovated; upgrade classroom lighting in 600 compulsory education schools.

★ Added 110 inclusive childcare institutions; upgraded and improved 120 provincial-level model minor protection stations (Homes of Care); built 2,000 "Dream Rooms" for children with no actual guardians.

Huai'an City, Jiangsu Province

On January 8, 2023, the third plenary session of the second meeting of the Ninth People's Congress of Huai'an City, Jiangsu Province was held. Through voting at the meeting, ten categories comprising 55 projects were determined as the 2023 Huai'an Municipal Government Livelihood Projects.

Among them, in the category of 'Optimizing the Allocation of Educational Resources', it is proposed that:

★ Implement the "Bright Eyes Project" to upgrade classroom lighting systems in 145 schools. (Develop a project implementation plan and complete the verification of schools requiring renovation. It is reported that the municipal school project has been posted for tender.)

★ Added 15 municipal inclusive childcare institutions and over 800 inclusive childcare slots.

★ New, expanded, or renovated primary and secondary schools and kindergartens: 19.

Changshu City, Jiangsu Province

On January 17, 2023, the Changshu Municipal Government of Jiangsu Province issued the "Notice on Printing and Distributing the Project Implementation Plan for Livelihood Projects of the Changshu Municipal Government in 2023" (Chang Zheng Fa [2023] No. 2), which identified 8 major categories comprising 23 projects for 2023. Among them, it is required:

★ Completed classroom lighting retrofit for 20 primary and secondary schools.

Lianyungang City, Jiangsu Province

On January 8, 2023, the third plenary session of the third meeting of the 15th People's Congress of Lianyungang City was held. The 362 deputy representatives voted on and selected the livelihood projects for Lianyungang City in 2023. Projects related to classroom lighting are as follows:

★ Improve the conditions for compulsory education. The city has newly built 15 primary and secondary schools and renovated or expanded 8 more. Completed 230,000 square meters of school safety projects. Completed lighting renovation for all compulsory education schools in the city.

Xuzhou, Jiangsu Province, China

On January 8, 2023, the second session of the 17th People's Congress of Xuzhou City voted to produce 40 livelihood projects for 2023 to promote the government in solving urgent, difficult, and anxious problems faced by the people. The project related to classroom lighting is:

★ Increase efforts in school construction.

★ Upgrade classroom lighting in compulsory education schools.

Fujian Province

In January 2023, immediately after the conclusion of the two sessions in Fujian Province, the 2023 projects for solving practical problems for the people were released. According to the "Work Plan for Solving Practical Problems for the People by the Provincial Party Committee and Provincial Government in 2023", 29 such projects were determined, including:

★ Added 50,000 public school seats for compulsory education and upgraded lighting in 20,000 classrooms for myopia prevention.

★ Establish 150 new, expanded, or reconstructed public kindergartens.

Zhongshan City, Guangdong Province

In 2023, the Zhongshan Municipal Government continued to place people at the center and focus on the needs of citizens, addressing a series of practical matters concerning citizens' production and daily life. After review, the municipal government proposed 16 candidate livelihood projects covering education, employment, healthcare, environment, transportation, and other fields. Among them, it was explicitly required:

★ Establish and renovate 8 public primary and secondary schools, build 1 special education school and 1 specialized school. Upgrade eye-protection lighting equipment in a batch of schools.

Hengshui City, Hebei Province

The 4th Session of the 7th People's Congress of Hengshui City, Hebei Province, voted to determine 20 livelihood projects for the municipal government in 2023. Projects related to classroom lighting are as follows:

★ The city-wide bright engineering project for myopia prevention and control among children and adolescents will continue to fully implement lighting requirements for primary and secondary schools in 2023. Eye-protecting classroom lighting and blackboard renovation will be carried out strictly in accordance with national standards (mandatory / recommended), with 5,878 compulsory education school classrooms completed by September 1st.

Hainan Province

Recently, the General Office of the Hainan Provincial Party Committee and the General Office of the Provincial People's Government issued the "Notice on Matters for Solving Practical Problems for the People in 2023 by the Provincial Party Committee and Provincial Government," proposing to implement 10 practical matters for the people this year. The project related to classroom lighting is:

★ Retrofitting lighting in general high school classrooms. In terms of educational hardware configuration, Hainan will retrofit the lighting in over 3,700 general classrooms across all public general high schools this year to meet national lighting hygiene standards, further improving conditions for myopia prevention and control among adolescents.

Jiang'an County, Yibin City, Sichuan Province

According to information released by the People's Government of Jiang'an County, Yibin City, Sichuan Province, in the "Public Notice on the Screening Results of Livelihood Projects Voted by Deputies to the People's Congress of Jiang'an County for 2023" issued by the Development and Reform Bureau of Jiang'an County, it is proposed to determine 15 livelihood projects as candidate projects for the 2023 People's Congress deputies' vote on livelihood matters. Among them, it is proposed:

★ Jiang'an County Compulsory Education School Classroom Lighting Renovation Project: Lighting in over 1,000 student classrooms across the county has been renovated to meet national requirements.
