92.4% pass rate! 2022 national quality spot check results for explosion-proof luminaires released

Recently, the State Administration for Market Regulation website published the "Notice on the National Supervision and Spot Check Results of Explosion-proof Electrical Product Quality in 2022" (click "Read Original Text" below to learn more). It includes information on the quality of explosion-proof luminaires.In 2022, a total of 66 batches of products from 66 enterprises in 7 provinces were spot-checked, and 5 batches were found non-compliant.The pass rate for explosion-proof luminaire product quality was 92.4%, marking the first time the spot-check pass rate exceeded 90%, an increase of 20.8 percentage points compared to 2021.The national supervision spot-check pass rates for this product from 2020 to 2022 were 78.8%, 71.6%, and 92.4%, respectively.
Explosion-proof luminaires are important industrial products related to safe production, and their quality is closely related to public safety and the safety of people's lives and property. This national quality supervision spot check of explosion-proof luminaires was mostly based on mandatory national standards, such as "GB 3836.1—2010 Explosive atmospheres - Part 1: Equipment - General requirements" and other mandatory national standards. Although the pass rate of the 2022 national quality supervision spot check for explosion-proof luminaires has significantly improved compared with previous years, from the perspective of non-conforming items, there are still cases that do not meet the requirements of relevant mandatory national standards, which requires high attention from relevant enterprises.
In recent years, thanks to the joint efforts of industry organizations and manufacturers, the quality of lighting products has continued to improve. However, there is still significant room for improvement regarding mandatory national standards, which should be 100% compliant.
It is hoped that relevant entities will firmly establish a quality awareness, effectively implement corporate主体责任, continuously strengthen quality management capabilities, implement standard requirements, further optimize product design and improve process levels, continuously increase the pass rate of accent lighting products, firmly safeguard the bottom line of quality safety, provide consumers with safe and high-quality lighting products, and contribute to the construction of a lighting powerhouse.
National Supervision Spot Check Results for Explosion-proof Luminaires in the Past Three Years
This spot check focused on testing 11 items, including impact resistance test, electrical clearance, creepage distance, additional requirements for entry devices of flameproof enclosures, and flameproof joints. The non-compliant items involved flameproof joints, clamping tests for non-armored cables and cables with braided coverings, impact resistance test, enclosure pressure resistance test, and additional requirements for entry devices of flameproof enclosures.Compared to 2021, "maximum surface temperature" did not appear among the non-compliant items in this year's product spot checks.

This inspection focused on manufacturers in the industrial clusters of Guangdong (11 batches of products) and Jiangsu (10 batches of products), with non-compliance rates of 18.2% and 20.0%, respectively. Compared to 2021, the non-compliance rate for explosion-proof luminaires in Guangdong decreased by 5 percentage points.
The State Administration for Market Regulation requires that, in response to the issues identified in this national product quality supervision spot check, local market regulation bureaus (departments, commissions) carry out the following work: (1) Strengthen the handling of spot check results. In accordance with the Product Quality Law of the People's Republic of China, the Interim Measures for the Administration of Product Quality Supervision and Spot Checks, and other regulations, properly handle the results of supervision and spot checks. For non-compliant products, take measures such as sealing and seizing in accordance with the law, and strictly prohibit enterprises from selling them upon leaving the factory. For non-compliant enterprises, especially those that refuse inspection or fail two consecutive spot checks, clarify rectification requirements, urge the implementation of rectification measures, and organize re-examinations in a timely manner. Cases suspected of constituting crimes shall be promptly transferred to judicial authorities. Seriously illegal and dishonest enterprises shall be included in the list of seriously illegal and dishonest enterprises for management in accordance with the law. The handling results shall be promptly entered into the e-CQS system and reported to the State Administration for Market Regulation, which will strengthen tracking and supervision, and notify the handling results in various regions as appropriate. (2) Carry out special quality rectification. Market supervision departments in production enterprise clusters such as Jiangsu Province, Zhejiang Province, and Guangdong Province shall implement full-coverage special quality governance, strengthen supervision and inspection of key production enterprises within their jurisdictions, comprehensively employ various measures, maintain a high-pressure stance on quality supervision, and seriously deal with quality-related illegal acts. (3) Urge the implementation of main responsibilities. Notify the local government and relevant departments where the non-compliant enterprises are located about the products that failed the spot check, take effective measures to urge enterprises to fulfill their main responsibilities for product quality and safety in accordance with the law, guide enterprises to organize production strictly in accordance with standards, and ensure product quality and safety. (4) Strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises thoroughly identify causes, propose improvement measures and solutions, and promote the improvement of industry quality levels.
