Implementing National Development Strategy, Promoting the Construction of a Lighting Powerhouse — The Second Council Meeting (Expanded) of the 9th Session of China Association of Lighting Industry Successfully Held

On December 15, China Association of Lighting Industry held the "Second Council Meeting (Expanded) of the 9th Session of China Association of Lighting Industry" in the format of "online video conference + offline branch venues". He Ye, Vice President of China National Light Industry Council and Chairman of China Association of Lighting Industry, attended the meeting and delivered the council work report. The meeting was presided over by Liu Shengping, Vice Chairman of China Association of Lighting Industry. About 150 representatives, including vice chairmen, chief supervisor, secretary-general, council members, supervisors, branches, and member units of the association, participated online; more than 90 people attended offline at branch venues in Shenzhen, Hangzhou, Nanjing, Zhongshan, Jinan, Linyi, Gaoyou and other places; and more than 600 people attended the meeting via live streaming on new media platforms such as the official video account of China Association of Lighting Industry and Mingketang of China Light Net.

Chairman He Ye delivered the "Report on Implementing National Development Strategies and Promoting the Construction of a Lighting Powerhouse – Report of the Second Expanded Council Meeting of the Ninth Session of the China Association of Lighting Industry (CALI)". She pointed out that since the beginning of this year, affected by factors such as the complex and volatile global economic situation, accumulated risks of geopolitical conflicts, and frequent outbreaks of domestic epidemics, both the supply and demand sides of the lighting industry have been significantly impacted, with difficulties and contradictions in economic recovery and development becoming more apparent. According to industry operational data, from January to October 2022, major indicators such as the growth rate of industrial value-added, product export, revenue of enterprises above designated size, and profits all declined. It is expected that the main economic indicators of the entire industry this year will be basically flat compared to last year. From the operational data of enterprises above designated size, industry profits continued to decline, and the scope of losses expanded further, objectively reflecting the difficulties and pressures currently faced by industry enterprises. Compared with other light industry sectors, the data performance was relatively sluggish. However, the lighting industry still demonstrated strong resilience, with many highlights in development. Major economic indicators such as industry revenue, profit, and export were basically flat compared to last year; industry concentration further increased; backbone enterprises continued to increase innovation and R&D efforts; and specialized, refined, distinctive, and innovative enterprises, "Little Giants," and manufacturing single champions continuously emerged, with enterprises showing stronger willingness to expand international exchanges and explore markets... These positive signals demonstrate the lighting industry's consistent spirit of exploration, innovation, and progress amidst difficulties and challenges.

Chairman He Ye summarized the effectiveness of the association's work since the establishment of the new council. She stated that over the past year, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the association has seriously implemented a series of major decisions and deployments by the CPC Central Committee and the State Council regarding promoting high-quality economic development. Under the leadership of the Party Committee of the China National Light Industry Council, with party building as the guide, the association has strengthened its own construction, improved working mechanisms, and focused on its functional positioning. It has carried out extensive work and achieved certain results in four aspects: serving the government by offering advice and suggestions; serving the industry by taking multiple measures to seek practical results; serving enterprises by helping development show real results; and serving society by fulfilling its mission and demonstrating responsibility. This has promoted technological innovation in the industry, accelerated the construction of a high-quality standard system, optimized industry analysis research and information release, strengthened the association's own construction, and practiced the original intention and mission of the association's "four services". Here, we thank all council member units for their continuous support and help to the association's work. In the new year, the association will work with council member units and industry colleagues to overcome difficulties, innovate continuously, ensure breakthroughs in key work, and create brilliance.

Chairman He Ye deployed the key points of the association's work for 2023. She pointed out that although facing many uncertainties and challenges, the long-term positive trend of China's economy has not changed, nor has the international competitiveness and developmental resilience formed by the lighting industry over 40 years of development. The 20th National Congress of the Communist Party of China made strategic deployments for comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation, and the real economy will welcome the best policy environment for development. As various policy measures to boost the industrial economy are gradually implemented, epidemic prevention and control policies are continuously optimized, and the impact of the century-old epidemic on economic and social life tends to ease, the industry will usher in a brand-new development opportunity in 2023, characterized by an initial suppression followed by a rise, gradual stabilization and warming of domestic and foreign demand, increased development differentiation, and further optimization of structure. Therefore, the lighting industry must comprehensively implement various national strategies, adhere to basing on the present while considering the long term, strengthen internal capabilities, focus on solving prominent difficulties and problems existing in current economic operations, and strive to achieve the best results. At the same time, it should make good use of the favorable opportunities for industrial structure adjustment, shore up weaknesses, forge strengths, strengthen foundations, and promote the steady and long-term, high-quality development of the industry by implementing a series of national strategies.

Chairman He Ye emphasized that high-quality development of the industry should be effectively promoted from five levels: implementing the strategy of self-reliance in science and technology to promote innovative development of the industry; implementing the strategy of standards and quality to promote high-level development of the industry; implementing the digital economy strategy to promote high-efficiency development of the industry; implementing the green and low-carbon strategy to promote sustainable development of the industry; and implementing the strategy of expanding consumption to promote the benign development of dual circulation. In the new year, guided by the spirit of the 20th National Congress of the Communist Party of China, with a high sense of industry responsibility and mission, the association will guide the industry to implement national strategies in five aspects, actively carry out the "four services", comprehensively improve the association's service capabilities and levels, strive vigorously, move forward bravely, and make unremitting efforts for the high-quality development of China's lighting appliance industry in the new era and for realizing the dream of a powerful nation that countless lighting professionals have long dreamed of.

Secretary-General Wang Zhuo delivered the "Work Report of the CALI Secretariat for 2022". In 2022, the Association achieved positive results in four key areas: supporting new government strategic deployments, promoting industry innovation through multiple measures, facilitating differentiated enterprise development, and demonstrating social responsibility. Under the guidance of Party building, it standardized organizational construction, improved the institutional system, optimized organizational structure, and strengthened the workforce. In 2023, the Association will focus on three major tasks: implementing national development strategies, promoting the construction of a lighting powerhouse, and enhancing its own service capabilities. It will leverage six key work points: advancing the "Three Ones" brand project, deepening the work of strengthening enterprises through technology, unleashing new momentum in standardization, improving industry research and data analysis, strengthening market guidance and brand building, and enhancing internal governance and service capabilities, to continuously promote high-quality industry development.

The meeting reviewed and approved seven proposals, including the "Report on Income and Expenditure of Membership Dues of CALI for 2021", the "Proposal on Adjusting the Persons in Charge of the 9th Council of CALI", the "Proposal on Adding Member Units to the 9th Council of CALI", the "Proposal on Developing the 120th Batch of Member Units", the "Proposal on Authorizing the Secretariat to Approve Membership Applications", the "Proposal on Revising Three Rules and Regulations of the China Association of Lighting Industry", and the "Proposal on Adjusting and Optimizing the Association's Branch Organizations".

Representatives from four council member units, including Guan Yong, General Manager of Longteng Lighting Group Co., Ltd.; Lin Jintian, Chairman of Xuyu Optoelectronics (Shenzhen) Co., Ltd.; Pan Jiangen, Chairman of Hangzhou Everfine Opto-Electronic Information Co., Ltd.; and Shuai Cheng, General Manager of the Supply Chain Management Center of Guangdong Sanxiong Aurora Co., Ltd., delivered exchange speeches.
