Ministry of Housing and Urban-Rural Development: The validity period for qualification certificates of construction enterprises is uniformly extended to December 31, 2023
To earnestly implement the requirements of the 'Notice of the State Council on Deepening the Reform of Separating Licenses and Certificates to Further Stimulate the Development Vitality of Market Entities', further optimize the business environment in the construction market, reduce enterprise burdens, and stimulate market entity vitality, the General Office of the Ministry of Housing and Urban-Rural Development recently issued a notice making arrangements regarding matters related to qualification levels of construction enterprises.

根据通知,住建部核发的工程勘察、工程设计、建筑业企业、工程监理企业资质,资质证书有效期于2023年12月30日前期满的,统一延期至2023年12月31日。上述资质有效期将在全国建筑市场监管公共服务平台自动延期,企业无需换领资质证书。
Furthermore, the notice states that enterprises obtaining a qualification certificate with a validity period of one year through mergers or cross-province changes shall not be subject to the provisions of the preceding paragraph. Such enterprises must apply for re-evaluation in accordance with relevant regulations before the expiration of the one-year qualification certificate.
The notice states that enterprises with legal person status may directly apply for general contracting or specialized contracting qualifications at Level II, submitting relevant materials according to new applications or additional items. Enterprises holding general contracting or specialized contracting qualifications at Level III may apply for upgrade in accordance with the current Level II qualification standards, or directly apply for Level II qualifications following the aforementioned requirements.

Notice on Matters Concerning Qualifications of Construction Enterprises
Housing and Urban-Rural Development Departments of all provinces, autonomous regions; Housing and Urban-Rural Development (Management) Commissions of municipalities directly under the Central Government; Beijing Municipal Commission of Planning and Natural Resources; Construction and Housing Bureau of the Xinjiang Production and Construction Corps; Construction Divisions (Bureaus) of relevant departments of the State Council; Military Facility Construction Bureau of the Logistics Support Department of the Central Military Commission; Central enterprises managed by the State-owned Assets Supervision and Administration Commission:
To earnestly implement the requirements of the 'Notice of the State Council on Deepening the Reform of Separating Licenses and Certificates to Further Stimulate the Development Vitality of Market Entities' (Guo Fa [2021] No. 7), further optimize the business environment in the construction market, reduce enterprise burdens, and stimulate market entity vitality, the following matters are hereby notified:
I. For engineering survey, engineering design, construction enterprise, and engineering supervision enterprise qualifications issued by our department, if the validity period of the qualification certificates expires before December 30, 2023, it will be uniformly extended to December 31, 2023. The validity period of the aforementioned qualifications will be automatically extended on the National Construction Market Supervision Public Service Platform; enterprises do not need to reapply for qualification certificates, and the original qualification certificates remain valid for activities such as engineering bidding.
Enterprises that obtain a qualification certificate with a validity period of 1 year through merger or cross-province change matters shall not be subject to the provisions of the preceding paragraph. The enterprise shall apply for re-verification in accordance with relevant regulations before the expiration of the 1-year qualification certificate validity period.
Engineering survey, engineering design, construction enterprise, and engineering supervision qualifications issued by local housing and urban-rural development authorities at all levels; policies regarding qualification renewal are determined by provincial-level housing and urban-rural development authorities. Relevant enterprise qualification certificate information must be promptly reported to the National Construction Market Supervision Public Service Platform.
II. Enterprises with legal person status may directly apply for general contracting and professional contracting Level II qualifications. Enterprises shall submit relevant materials according to new applications or additional items. Enterprise assets and technical directors must meet the requirements for Level II qualifications of the corresponding categories as stipulated in the 'Standards for Qualifications of Construction Enterprises' (Jian Shi [2014] No. 159), while other indicators must meet the requirements for Level III qualifications of the corresponding categories.
Enterprises holding general contracting and specialized contracting Level 3 qualifications may apply for upgrade according to the current Level 2 qualification standards, or directly apply for Level 2 qualification in accordance with the aforementioned requirements.
