Involving engineering projects in 48 cities, priority settlement of payments for lighting products with "Green Building Material Certification"

Recently, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Industry and Information Technology jointly issued the "Notice on Expanding the Scope of Implementation of Policies Supporting Government Procurement of Green Building Materials to Promote the Improvement of Building Quality" (hereinafter referred to as the "Notice") and the "Government Procurement Demand Standards for Green Buildings and Green Building Materials" (hereinafter referred to as the "Demand Standards"), and announced a new batch of cities included in the scope of implementation of policies supporting government procurement of green building materials to promote the improvement of building quality (hereinafter referred to as the "City List"), so as to increase the procurement of green and low-carbon products and comprehensively promote green buildings and green building materials.

The "Notice" stipulates that, starting from November 2022, the policy of supporting green building materials through government procurement to promote the improvement of building quality will be implemented in 48 cities (municipal districts), including Chaoyang District, Beijing. Projects included in the scope of policy implementation include government-procured construction projects such as hospitals, schools, office buildings, complexes, exhibition halls, convention and exhibition centers, stadiums, and affordable housing, including government-procured construction projects subject to the Bidding Law; relevant cities may choose some projects for pilot implementation, gradually expand the scope based on experience, and achieve full coverage of policy implementation for government-procured construction projects by 2025. It is encouraged to include other government-invested projects in the implementation scope.

Among them, the "Requirement Standards" mention multiple lighting-related key points (see screenshot below) . According to the notification requirements, for government procurement projects within the scope of policy implementation that involve the use of green building materials from the "Requirement Standards", all building materials purchased and used must comply with relevant standards. Green building material suppliers must provide documentary evidence that the supplied building material products meet the requirement standards when delivering goods, including the national unified green building material product certification certificate, or valid test reports that comply with the requirement standards.

According to the annex of the Notice, the scope of implementation for the policy on government procurement supporting green building materials to promote the improvement of building quality covers Beijing (Chaoyang District, Tongzhou District), Tianjin (Binhai New Area, Jinghai District), Tangshan City and Baoding City in Hebei Province, Xiong'an New Area, Dalian City in Liaoning Province, Nanjing City, Changzhou City, Yancheng City in Jiangsu Province, and other 48 cities (municipal districts).

The Notice requires the aforementioned cities to actively promote the application of green buildings and green building materials through government procurement policies , vigorously develop new types of industrialized construction methods such as prefabricated and intelligent construction , comprehensively construct green buildings with a two-star rating or higher , establish long-term mechanisms to support the green and low-carbon transformation in the construction sector, lead the high-quality development of the building materials and construction industry, and strive to create livable, green, and low-carbon cities.

Specifically, the main tasks for each relevant city include: implementing government procurement policy requirements, strengthening green building materials procurement management, improving government procurement demand standards for green buildings and green building materials, and prioritizing project payment settlement .

其中，在“优先开展工程价款结算”这一方面，《通知》指出，纳入政策实施范围的工程，要提高工程价款结算比例，工程进度款支付比例不低于已完工程价款的80%。这意味着，照明工程公司在项目施工中购置并采用符合《需求标准》要求的照明产品，将大大缩短工程回款时间，提高工程回款的单笔额度。
