New insights on safety lighting for sports venues

Safety lighting is a type of emergency lighting. According to the "Standard for Terminology of Building Lighting" JGJ/T 119-2008, safety lighting is used to ensure the safety of personnel in potential danger. Spectator areas and competition venues in sports stadiums are densely populated areas; in the event of emergencies such as fires, fan riots, or terrorist attacks, it is necessary to ensure the safety of spectators, athletes, and other personnel in potential danger. Therefore, multiple standards and regulations have established provisions and requirements for this.

Based on the above standards and after analysis and discussion, the following summary is provided regarding the installation of safety lighting for spectator seating areas and competition venues in sports stadiums:

  1. a) When requirements differ between standards, the mandatory provisions of the full text shall prevail. For example, the "General Code for Building Environment" GB 55016-2021 mentioned in this article, as well as the upcoming "General Code for Building Electrical and Intelligent Systems" GB 55024-2022, etc., because they belong to technical regulations and must be enforced. This official account has emphasized this multiple times.

  2. b) 安全照明执行GB 55016、JGJ 354、JGJ 153标准即可,与GB 51309无关。但当安全照明兼用消防疏散照明时,还需满足GB 51309-2018对疏散照明的要求,其灯具也要消防认证。

  3. c) Safety lighting can utilize some of the luminaire fixtures from site lighting or audience seating lighting, or be set up separately, as determined by the designer.

  4. d) The control point for safety lighting is located in the venue lighting control room. When safety lighting also serves as escape lighting, both the venue lighting control room and the fire control room can control it; under non-fire conditions, the venue lighting control room has priority control; during a fire, the fire control room has priority control, and the fire control room can only perform on-control operations.

  5. e) It is recommended that the continuous working time of safety lighting be not less than the evacuation time, and the emergency power conversion time of safety lighting be not less than 0.15s.

  6. f) Emergency lighting should not be disconnected during a fire to avoid confusion, crowding, and stampede incidents.

  7. g) Training venues for activities such as diving, gymnastics, and trampoline, where the probability of injury increases due to sudden failure of normal lighting, must also be equipped with safety lighting.
