At the Third Central Symposium on Xinjiang Work, Xi Jinping emphasized building a socialist Xinjiang with Chinese characteristics in the new era that is united and harmonious, prosperous and affluent, civilized and progressive, where people live and work in peace and contentment, and with a sound ecological environment, through "cultivating Xinjiang with culture, enriching the people and strengthening Xinjiang, and building Xinjiang for the long term." Xi Jinping pointed out: Development is an important foundation for Xinjiang's long-term stability and security. We should leverage Xinjiang's locational advantages, drive development by advancing the construction of the core zone of the Silk Road Economic Belt, and integrate Xinjiang's regional opening-up strategy into the national overall layout of westward opening-up.
Throughout the Xinjiang Uygur Autonomous Region, the implementation of rural revitalization faithfully carries out the strategy for governing Xinjiang formulated by the CPC Central Committee with Comrade Xi Jinping at its core, especially the overarching goals of maintaining social stability and long-term peace and security. Based on Xinjiang's actual conditions, we strengthen the Party's overall leadership over work related to agriculture, rural areas, and farmers; adhere to the general principle of pursuing progress while ensuring stability; firmly establish the new development philosophy; implement the requirements for high-quality development; coordinate the overall layout of the Five-Sphere Integrated Plan and the strategic layout of the Four-Pronged Comprehensive Strategy; prioritize the development of agriculture and rural areas; improve the level of the primary sector; and, in accordance with the general requirements of thriving industries, pleasant living environments, civilized rural customs, effective governance, and prosperous lives, establish and improve institutional mechanisms and policy systems for integrated urban-rural development. We will promote industrial, talent, cultural, ecological, and organizational revitalization in rural areas, accelerate the modernization of rural governance systems and capacities, speed up the modernization of agriculture and rural areas, follow the path of socialist rural revitalization with Chinese characteristics, and make Xinjiang's countryside a beautiful homeland where people can live and work in peace and contentment.
In recent years, Xinjiang has accelerated the development of new infrastructure represented by big data, artificial intelligence, 5G, and the Internet of Things. "New Infrastructure" has further unleashed demands "born from digitalization," making innovation, entrepreneurship, and creation more vibrant, with "digital intelligence" becoming a key driver for Xinjiang's economic development.
In the future, Xinjiang will establish an overall urban spatial pattern of "one circle, multiple clusters, three axes, and one belt." One Circle: Build the Urumqi metropolitan area into an international trade center, cultural exchange center, and regional liaison center facing Central Asia, West Asia, and South Asia; an important base for comprehensive energy utilization, a new-type industrial base, a tourism distribution center, and a regional economic and technological innovation center in Northwest China. Multiple Clusters: Construct oasis town clusters such as Kashgar-Atush, Ili River Valley, Korla, Kuytun-Karamay-Wusu, Aksu, Kuqa, Makit-Yarkant-Zepu-Yecheng, Hotan-Moyu-Lop, Altay-Beitun, Bole-Alashankou-Jinghe, and Tacheng-Emin Basin, making them important carriers for new-type urbanization, new-type industrialization, and modernization of agriculture and animal husbandry. Three Axes: Guide population and industry to concentrate in major towns along the Lanzhou-Xinjiang Railway urban development axis, the Southern Xinjiang Railway urban development axis, and the Kashgar-Hotan emerging urban development axis; use points to drive clusters and connect lines, strengthening economic and social links between oases. One Belt: Vigorously support the development of border towns (regimental farms, ports), creating a strategic barrier and a forefront of opening-up.
As the last stop on China's inland route to Central Asia, the Horgos Special Economic Development Zone is positioned as a key node in the core area of the national "Belt and Road" strategy. The central government attaches great importance to the development of Horgos, designating it as "an important window for China's westward opening-up, a new growth pole for high-quality economic development in Xinjiang, and a demonstration zone for border development and opening-up." It has been granted special mechanisms and policies, with a series of policy documents issued to provide support, clarifying provincial-level authority for pilot implementation. The autonomous region's strategic layout of "one port, two zones, five centers, and a port economic belt" places Horgos at its core. General Secretary Xi Jinping explicitly proposed to "build the new Eurasian land-sea intermodal transport corridor linking Lianyungang and Horgos into a benchmark and demonstration project for the Belt and Road Initiative."
Kashgar is a famous historical and cultural city in China, a key commercial hub on the ancient Silk Road. As an important node of the "Belt and Road Initiative," it has been designated as a key national tourist city under the National 14th Five-Year Plan for Tourism Development. The Kashgar Economic Development Zone was established as China's sixth special economic zone, becoming the first inland special economic zone in the country. Kashgar serves as a vital transportation hub connecting East and West, and as a significant intersection of Eastern and Western economies, cultures, and civilizations. It is an important window for China's westward opening-up. The "Belt and Road Initiative" entrusts Kashgar with the strategic mission of fostering a new pattern of opening-up that equally emphasizes "land-based" and "maritime" openness. As the flagship and demonstration project of the "Belt and Road Initiative," the China-Pakistan Economic Corridor (CPEC) has seen the Gwadar Port Free Trade Zone become fully operational. By positioning Kashgar as a crucial transport artery linking inland China with Central Asia, the Middle East, Europe, and Africa, the CPEC will transform Kashgar into a world-class logistics, financial, and trade center in western China, forming a central urban circle centered on Kashgar.
Xinjiang boasts a vast territory, unique locational advantages, and a convergence of diverse Eastern and Western cultures, offering abundant cultural and tourism resources. With the continuous release of stability dividends, the accelerated implementation of major infrastructure projects, and the vigorous promotion of the strategy to revitalize Xinjiang through tourism, the Asia-Europe Optoelectronics Exhibition has adhered to its mission of "expanding the Asia-Europe optoelectronics market and building the core area of the Silk Road optoelectronics industry." Having been successfully held for eight consecutive editions, the exhibition has gained considerable recognition within the industry and across key Silk Road regions, significantly driving the rapid development of the lighting market in the Silk Road economic belt.
