1. Project Name: EPC for the Jilin Economic and Technological Development Zone Smart Technology Industrial Park Construction Project - Smart Streetlight and Supporting Intelligent System Construction Project

2. Construction scale: Build the Jilin Economic Development Zone Smart Emergency Command and Management Platform and corresponding IoT infrastructure, namely the construction of smart streetlights and supporting intelligent systems for the West, North, and East zones of the Economic Development Zone. The total length of combined pole construction is 130.815 km, including a total of 3,300 sets of smart streetlights, and the procurement of 72 units (sets) of hardware for the big data system platform in the smart streetlight equipment room, as well as system platform software.

3. Construction Location: Jilin Economic and Technological Development Zone, Jilin City

4. Construction period: 442 calendar days

5. Scope of Tender: The engineering procurement construction (EPC) for this project includes construction drawing design, civil works, installation works, equipment procurement, etc.; and, as required by the Employer, completes scheme design, construction drawing design, design control and design follow-up during the construction process, engineering design changes, preparation of bills of quantities, on-site coordination services, professional design coordination services, subsequent design services such as assisting in the review of as-built drawings and handling quality defects, equipment procurement, construction, and all work and quality warranty obligations prior to the completion acceptance and handover for use of the project

6. Tender Control Price: The total maximum limit price is 125,085,400 yuan

1. For this tender, general contractors must meet at least one of the following three qualifications to participate:

(1) Fully Qualified Bid:

Bidders must simultaneously possess the Class A qualification for the electronic, communication, and broadcasting industry (wired communication, wireless communication, communication towers) issued by the construction administrative department, or the Comprehensive Class A qualification for engineering design , as well as the Grade I general contracting qualification for communication engineering construction or Grade I professional contracting qualification for electronics and intelligence .

(2) Consortium Qualification Bid:

The construction unit must possess either a Grade I General Contracting Qualification for Communication Engineering Projects or a Grade I Professional Contracting Qualification for Electronic and Intelligent Engineering, issued by the competent administrative department of construction.

The design entity must possess either the Grade A qualification in the electronic, communication, and broadcasting industry (wired communication, wireless communication, communication towers) issued by the construction administrative department, or the Comprehensive Grade A qualification for engineering design.

(3) Single Qualification Bid:

① The construction entity must hold a Grade I or higher qualification for general contracting of communication engineering projects, be a legal person or other organization that received an "Excellent" rating in the 2021 comprehensive credit evaluation, possess a valid work safety license, and have corresponding capabilities in personnel, equipment, and funding.

② The design entity must hold a Grade A professional qualification in the electronic, communications, and broadcasting industry (wired communications, wireless communications, communication towers) issued by the construction administrative department, and be a design enterprise that achieved an AAA rating in the 2021 comprehensive credit evaluation.
