Ministry of Housing and Urban-Rural Development: As of September 15, the use of these three types of lamps in all newly started projects shall be completely prohibited.
On December 14, 2021, the Ministry of Housing and Urban-Rural Development issued the "Catalog of Construction Processes, Equipment, and Materials for Elimination in Building and Municipal Infrastructure Projects that Endanger Production Safety (First Batch)", which clearly states:

Formwork removal process for hydraulic jacks without oil-leakage safety devices on cap beams (tie beams)
Hollow slab and box girder airbag inner formwork process

Flash butt welding process for steel bars. In non-fixed professional prefabrication plants or steel bar processing plants, when connecting steel bars with a diameter greater than or equal to 22 mm, the flash butt welding process shall not be used .
Manual excavation process for foundation piles. The following conditions prohibit use: 1. Areas with poor geological conditions such as abundant groundwater, weak soil layers, or quicksand; 2. Areas where air pollutants inside the hole exceed standards; 3. Areas accessible by mechanical drilling equipment.
Hot-melt process for asphalt-based waterproofing membranes (open-flame construction). must not be used for waterproofing works in underground confined spaces, poorly ventilated areas, or near flammable materials.
Door-type steel pipe support frame. shall not be used for erecting full满堂 load-bearing support systems .
Incandescent lamps, iodine tungsten lamps, halogen lamps. shall not be used for lighting in production, office, and living areas of construction sites.
Gantry and well-frame material hoists. shall not be used for construction projects of 25 meters or higher .
顶管工作竖井钢木支架支护施工工艺。在下列任一条件下不得使用：1.基坑深度超过3米；2.地下水位超过基坑底板高度。
Construction process for connecting the upper part and bottom basket of a bridge balanced cantilever form traveler using high-strength prestressed rebar hangers. The following conditions shall not use : 1. Front lifting point connection; 2. Other lifting point connections: (1) Direct connection between upper and lower steel structures (not passing through concrete structure); (2) Connection to the bottom basket without using an articulated hinge; (3) Hanger lacks an outer protective sleeve.
非数控孔道压浆设备。在二类以上市政工程项目预制场内进行后张法预应力构件施工时不得使用。
Non-CNC prestressing equipment. shall not be used for post-tensioned prestressed component construction in prefabrication yards of municipal engineering projects classified as Class II or above .
Nine-grid brick. shall not be used for municipal road engineering projects .
Smooth pavement slabs (bricks) with poor anti-slip performance. shall not be used in new construction and maintenance of plazas, parking lots, pedestrian walkways, and slow-traffic lanes.
Flat-bottom concrete drainage pipe (including reinforced concrete pipe). shall not be used for buried drainage projects in residential communities, enterprises and institutions, and municipal pipeline networks.

To prevent and resolve major safety hazards in building construction and municipal infrastructure projects, reduce construction safety risks, promote the phase-out of backward processes, equipment, and materials in the housing and urban-rural development industry, and improve the level of work safety in building construction and municipal infrastructure projects, in accordance with relevant regulations such as the "Regulations on the Administration of Work Safety in Construction Projects", our Ministry has organized the formulation of the "Catalogue of Processes, Equipment, and Materials Endangering Work Safety in Building Construction and Municipal Infrastructure Projects (First Batch)" (hereinafter referred to as the "Catalogue"), which is hereby issued.
房屋建筑和市政基础设施工程从业单位要在本公告发布之日起9个月后，全面停止在新开工项目中使用本《目录》所列禁止类施工工艺、设备和材料；本公告发布之日起6个月后，新开工项目不得在限制条件和范围内使用本《目录》所列限制类施工工艺、设备和材料。负有安全生产监督管理职责的各级住房和城乡建设主管部门依据《建设工程安全生产管理条例》有关规定，开展对本《目录》执行情况的监督检查工作。
