Encourage large-scale deployment of smart light poles! Seven departments jointly release green and low-carbon plan
Recently, seven departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration jointly issued the "Action Plan for Green and Low-Carbon Development in the Information and Communication Industry (2022-2025)".
The Action Plan proposes that by 2025, the management mechanism for green and low-carbon development in the information and communications industry will be basically improved, with key breakthroughs achieved in energy saving and emission reduction. The overall resource utilization efficiency of the industry will be significantly enhanced, and its capacity to support the green transformation of the economy and society will be markedly strengthened. The comprehensive energy consumption per unit of information traffic will decrease by 20% compared to the end of the 13th Five-Year Plan period, and the comprehensive energy consumption per unit of total telecommunications business volume will decrease by 15%. Thirty typical application scenarios in the information and communications industry that empower carbon reduction across society will be selected and promoted.
In addition, the Action Plan specifically proposes strengthening the co-construction and sharing of infrastructure: comprehensively promote co-construction and sharing with social resources, enhance cross-industry communication and cooperation, and facilitate bidirectional open sharing of resources such as ducts, towers, site locations, and equipment rooms with municipal, transportation, public security, and power sectors. Encourage the large-scale deployment of resource-sharing carriers such as outdoor integrated cabinets and smart street lights in areas where conditions permit, to improve intensive resource utilization.
The Action Plan encourages enterprises to actively use green electricity. It promotes the facilitation of green electricity procurement channels and the establishment of a carbon emission offset mechanism for green electricity, encouraging enterprises to actively purchase green electricity. It strengthens enterprises' awareness of proactively consuming green electricity and encourages improving the level of green electricity usage through methods such as building dedicated lines or engaging in bilateral transactions, and purchasing green electricity certificates, gradually increasing the proportion of green electricity in overall energy consumption.
The Action Plan also proposes increasing the promotion and use of green energy. Enterprises are encouraged to build green energy facilities at their own sites and cooperate with green energy solution providers for local consumption. Promote the orderly use of lithium batteries, explore applications such as hydrogen fuel cells, and advance the integrated application of new energy storage technologies with power supply and distribution technologies. Support demonstration applications of smart photovoltaics in the information and communications sector. Pilot the creation of a number of cases using green energy.
