4,702 smart multi-function poles planned! Dongyang City, Zhejiang Province releases special plan for 5G smart multi-function layout!

Recently, the Dongyang Natural Resources and Planning Bureau in Zhejiang Province released a public notice for the "Special Plan for the Layout of 5G Smart Multi-function Poles in Dongyang City," marking the city's first smart multi-function pole plan.

Planning Background

As early as 2020, the Dongyang Municipal Government took the lead, joined forces with multiple companies, unified thinking, integrated resources, formed teams, planned projects, created benchmarks, and deeply promoted the construction of smart Dongyang to benefit all Dongyang residents. In the future, Dongyang City will focus on key areas such as "City Brain, Digital City, and Big Data Applications," build a first-class technical service team, and ensure the proper construction and operation of Dongyang's new smart city, striving to create the "Dongyang Model" for smart county-level cities nationwide.

Smart cities require the full use of information and communication technologies to sense, analyze, and integrate key information from core urban operation systems, thereby providing intelligent responses to various needs, including public welfare, urban services, and industrial and commercial activities. In this process, there is an urgent need for a carrier for information collection, processing, and dissemination. As one of the municipal facilities with the highest density and largest quantity in cities, street lights are most suitable as the carrier for smart cities. Multi-functional, multi-application smart poles can be customized according to different business scenario requirements, integrating corresponding functions, which can promote the implementation of smart municipal administration and smart cities in the urban lighting sector.

Planning Objectives

Based on the Dongyang City Territorial Space Plan and the Regulatory Detailed Plan for the Central Urban Area of Dongyang City, we will further strengthen the construction of new information and communication infrastructure (new infrastructure). Driven by the actual demand for 5G smart multi-function poles, we will accelerate the development of a new generation of information infrastructure that is high-speed, mobile, secure, and ubiquitous. Implementing the spirit of documents such as Zhejiang Province's promotion of 5G industry development, we aim to meet future informatization needs for smart living, smart society, and smart industry. We will actively promote the rapid, rational, and orderly construction of 5G smart multi-function poles to achieve full 5G network coverage, helping to build Dongyang into a new type of digital smart city.

The specific objectives are as follows:

By the end of the planning period: Achieve near-complete coverage of roads at the level of secondary arterial roads and above within the planning area; connect all districts in the central urban area via roads equipped with planned 5G smart multi-function poles, laying the infrastructure foundation for future smart cities and intelligent transportation systems.

Near term (2021–2023): Achieve continuous coverage of 5G smart multi-function poles along main urban roads in key urban areas within the planning zone.

Planning Scope and Duration

Scope: The planning scope covers the main urban area of Dongyang City (east to Yingbin Avenue, south of Beiwu Road, north of Chengnan East Road and Provincial Highway 37, west to the planned boundary of the main urban area).

Duration: The duration of this plan aligns with the "14th Five-Year Plan" period, covering 2021-2025. Specifically, the short term is 2021-2023, the medium term is 2023-2024, and the long term is 2024-2025.

Layout Planning

The coverage area for smart light poles in this plan mainly considers the following factors:

(1) Urban main and secondary arterial roads in the central urban area;

(2) Branch roads and general roads in key areas, such as entrances to key units in riverside areas, parks, hospitals, and schools.

Comprehensive layout considering coverage effect, economic benefits, and land use planning, this phase plans 4,702 5G smart multi-functional poles in Dongyang City:

By 2023, after the completion of the recent planning phase, a total of 1,458 5G smart multi-function poles have been planned citywide .

By 2025, after the completion of the medium- and long-term plans, a total of 4,702 5G smart multi-function poles are planned for the entire city . Among them, 876 5G smart multi-function poles are planned in the medium-term plan from 2023 to 2024, and 2,368 5G smart multi-function poles are planned in the long-term plan from 2024 to 2025.
