"14th Five-Year Plan" National Urban Infrastructure Plan Released: Build Over 130,000 Smart Multi-Function Light Poles!

Recently, with the approval of the State Council, the Ministry of Housing and Urban-Rural Development, in conjunction with the National Development and Reform Commission, issued and implemented the "14th Five-Year Plan for National Urban Infrastructure Construction" (hereinafter referred to as the "Plan"), making comprehensive and systematic arrangements for the coordinated promotion of urban infrastructure construction during the "14th Five-Year Plan" period.

The Plan focuses on building a modern infrastructure system that is comprehensive, efficient and practical, intelligent and green, safe and reliable. It proposes four key tasks: First, promote systematic construction of urban infrastructure to enhance urban safety and resilience. Second, promote co-construction and sharing of urban infrastructure to foster a new pattern of coordinated regional and urban-rural development. Third, improve the urban ecological infrastructure system to drive low-carbon and green urban development. Fourth, accelerate the construction of new-type urban infrastructure to advance smart transformation and development of cities.


Centered on new-type urban infrastructure development, the Plan proposes promoting the intelligent construction and upgrading of urban infrastructure. Accelerate the digitalization, networking, and intelligent transformation of traditional infrastructure systems in urban transportation, water, energy, sanitation, and landscaping; advance intelligent management of urban infrastructure where conditions permit, gradually achieving digitalized infrastructure construction, networked monitoring and sensing, and intelligent operation and management, integrating with the urban operation and management service platform to support "one-network unified management" of urban operations. Promote the coordinated development of smart city infrastructure and intelligent connected vehicles. Advance the construction of new network facilities such as urban communication networks, Internet of Vehicles, location networks, and energy networks.


The Plan focuses on addressing the issues of greatest concern, most direct relevance, and most immediate reality to the people's interests. It aims to shore up weaknesses, strengthen薄弱环节, improve quality, and enhance efficiency, proposing eight major initiatives : systematic and green upgrading of urban transportation facilities, systematic construction of urban water systems, security assurance and green upgrading of urban energy systems, improvement of urban environmental sanitation, enhancement of urban landscaping and greening systems, intelligent construction of urban infrastructure , shoring up municipal supporting infrastructure in old residential communities, and renewal and renovation of aging urban gas pipelines and other facilities.


• Among these, in the actions to ensure the security of urban energy systems and promote greening, it is required to carry out remediation of blind spots and dark areas in urban lighting and implement energy-saving retrofits . Launch special campaigns to address issues such as "roads without lights" and "lights that do not work," eliminating blind spots and dark areas in urban lighting. Install or replace street lights on urban roads or in public places where illuminance and uniformity do not meet standards. Continuously carry out energy-saving retrofits for urban lighting; for street lights with high energy consumption, severe glare, and no light control measures, achieve refined, on-demand lighting by replacing them with green energy-saving light sources such as LED and installing single-lamp controllers . Focus on special remediation of light pollution in residential areas, schools, hospitals, and office zones. In cities rich in wind and solar resources, adopt solar street lights and wind-solar hybrid street lights according to local conditions, promoting the application of clean energy in urban lighting.


• In the initiative for intelligent urban infrastructure development, proposes the construction of smart multi-functional pole systems . Leveraging the urban road lighting system, it advances the development of an urban sensing foundation capable of integrating various devices and sensors. It promotes the co-construction and sharing of pole resources, adopting technical measures such as "integrating multiple poles, signs, conduits, manholes, and cabinets" to systematically integrate off-site facilities of various systems within urban road spaces , while reserving expansion space and interfaces. Simultaneously, strengthen the information management of smart multi-functional poles.


In addition, proposes to build more than 130,000 smart multi-functional light poles , construct over 600 new energy vehicle charging and swapping stations, and cumulatively complete 1.5 million public charging facilities.


In recent years, China's investment in smart cities has continued to expand.
