Project Overview: The smart lighting retrofit project is initially invested and constructed by a professional social capital party. Specific retrofit contents include: Replacing the lamp caps of 25,568 street lights west of Dong八路 with xenon lamps, completing two full replacement cycles (over ten years), and building a smart lighting management platform to achieve functions such as power adjustment, on-demand lighting, fault diagnosis, and automatic work order dispatch; constructing new box-type transformers, laying cables, replacing xenon lamp caps, and connecting to the smart lighting platform for 1,338 solar street lights west of Dong八路; maintaining and managing 31,608 street lights in the development zone and 110,000 sets of landscape and building lighting for ten years; and managing energy consumption of the retrofitted street lights, including payment of electricity fees for municipal street lights and outdoor lighting for ten years.
Total planned investment for this project: approximately 408,600.4 thousand CNY, of which:
Part One: Installation, construction, and O&M services. Replace lamp caps of 25,568 street lights west of Dongba Road with xenon lamps, complete two full replacement cycles (over ten years), build a smart lighting management platform, and provide O&M services for ten years; convert 1,338 solar street lights to direct power supply, install new box-type transformers, add single-lamp controllers to integrate into the smart lighting management platform, and provide O&M services for ten years; maintain and manage street lights, landscape lighting, and building illumination (ten years), totaling 31,608 street lights and 110,000 sets of landscape and building illumination. Total planned investment is approximately 276.6004 million yuan.
Part 2: Energy Management. Energy management for street lights after smart lighting retrofitting, covering municipal street light and outdoor illumination electricity fees (ten years). Total planned investment is approximately 132 million yuan.

2.2 Scope of Tender (Tender Scope, Bid Section Division)
Scope of Tender: All works within the construction blueprints and bill of quantities.
Bid Section Division: This project consists of a single bid section.
Funding source: Fiscal funds.
3. Bidder qualification requirements:
3.1 Bidders participating in the installation, construction, and operation & maintenance services of this project must hold a valid Grade I Professional Qualification for Urban and Road Lighting Engineering Contracting issued by the competent construction administrative department ; possess a valid Work Safety License issued by the construction administrative department at the bidder's registered location; the proposed project manager must hold a Grade I Registered Constructor qualification in Electromechanical Engineering; the project manager must have a legally valid Work Safety Assessment Certificate (Category B) and shall not serve as the project manager for any other ongoing construction project; a project manager who has been replaced due to reasons such as force majeure preventing the fulfillment of duties in an ongoing project, with the consent of the construction unit, shall not participate in bidding for this project within six months; the enterprise must demonstrate sound financial credit status and possess corresponding construction capabilities in terms of personnel, funds, and equipment.
