RCEP member countries have increased to 13; Zhongshan exports worth over CNY 260 million enjoy preferential treatment

记者昨日从中山海关获悉，《区域全面经济伙伴关系协定》(简称RCEP)自今年1月1日生效半年以来，拱北海关所属中山海关共为中山市90多家企业签发RCEP项下优惠原产地证书1024份，涉及货值超2.6亿元，出口目的国主要为日本和澳大利亚，其中日本货值占比近九成；出口主要商品为塑料制品、纺织制品、皮革制品、家具灯饰制品等。

RCEP officially came into effect on January 1 of this year, marking the formal implementation of the world's largest free trade agreement. Currently, the number of RCEP member states has increased to 13. As more contracting parties implement RCEP, the rules of origin accumulation will be applied on a larger scale, making it easier for export enterprises to obtain tariff reductions. The value of their rules of origin and tariff preferential policies has also been further enhanced. For this reason, some enterprises that previously used other free trade certificates have now switched to applying for RCEP certificates; Zhongshan Youliaosi Lighting Technology Co., Ltd. is one such example.

Yuliaosi has long exported LED luminaires and related accessories to Australia. Previously, it continuously consolidated its export advantages to Australia by relying on preferential certificates of origin issued under the China-Australia Free Trade Agreement by the Gungbei Customs. After RCEP came into effect, the enterprise did not pay attention to policy changes in a timely manner and continued to use the existing certificate application model.

After participating in the '2022 Spring Sunshine Enterprise Policy Promotion Event and RCEP Policy Seminar' jointly organized by Zhongshan Customs under Gongbei Customs, Zhongshan Port Customs, and the Zhongshan Municipal Bureau of Commerce, we began to seriously study RCEP-related policies. We found that our products are also zero-tariff under RCEP. By issuing back-to-back certificates of origin, Australian customers can enjoy corresponding preferential tariffs without processing or transshipment through Vietnam. Moreover, the corresponding rules of origin are more flexible, making it easier to benefit from exports. As of the end of June, Zhongshan Customs has issued 32 RCEP certificates of origin for this enterprise, involving a declared value exceeding 19.4 million yuan, with potential import tariff reductions in Australia amounting to nearly one million yuan.
