The two national vocational skill standards "Luminaire Designer" and "Luminaire Manufacturer" have passed the preliminary review

On July 18, 2022, the preliminary review meeting for two national occupational skill standards, 'Luminaire Designer' and 'Luminaire Manufacturer', was held in Beijing. The meeting was conducted via a hybrid online and offline format. Zhang Lingzhi, Level II Researcher at the Vocational Skill Appraisal Center of the Ministry of Human Resources and Social Security, and Pang Lixin, Deputy Director of the Light Industry Professional Ability Evaluation Center of the China Council for the Promotion of Industry, attended the meeting. The review expert panel and representatives from standard drafting teams included members from Tsinghua University Academy of Arts & Design, Jingzhou Institute of Technology, Guangzhou Academy of Fine Arts, Zhongshan Technician College, National Electric Light Source Quality Supervision and Inspection Center (Beijing), Shanghai Times of Light Lighting Electrical Testing Co., Ltd., Wuxi Lide Times Technology Co., Ltd., Zhejiang Sunway Lighting Electrical Group Co., Ltd., Panasonic Electrical Machinery (Beijing) Co., Ltd., Huizhou NVC Optoelectronics Technology Co., Ltd., and Zhongshan Huayi Lighting & Decoration Co., Ltd., representing universities, testing institutions, and enterprises in the lighting industry. The meeting was chaired by Liu Shengping, Vice Chairman of the China Association of Lighting Industry.

Zhang Lingzhi
Zhang Lingzhi, Director of the Vocational Skills Appraisal Center under the Ministry of Human Resources and Social Security, first affirmed in her speech the work carried out by the China National Light Industry Council and the China Lighting Association in actively promoting national vocational skills. She then put forward three review requirements for this preliminary standard review meeting: First, adhere to the overall principle of taking occupational activities as the guide and professional competence as the core; Second, conduct the review based on the "Classification Directory of Occupations in the People's Republic of China" (2022 Edition) and the "Technical Regulations for Formulating National Vocational Skill Standards" (2018 Edition); Third, follow the five principles of integrity, standardization, grading, practicality, and operability to determine the overall framework of the standard, the job types and grade settings, and combine the standard content with assessment methods. She hoped that the expert review group would uphold a scientific and rigorous attitude, carefully review, and achieve the expected goals of this meeting.

Pang Lixin, Deputy Director of the Light Industry Professional Competency Evaluation Center under the China National Light Industry Council, represented the China National Light Industry Council and the Light Industry Professional Competency Evaluation Center at the meeting and delivered a speech. She stated that Zhang Chonghe, President of the China National Light Industry Council, attaches great importance to the work of skilled talent cultivation and requires strict adherence to relevant policies issued by the Ministry of Human Resources and Social Security (MOHRSS), guiding light industry associations to actively promote efforts to complete the three-year national occupational standard development plan released by the MOHRSS Vocational Skill Appraisal Center on time, with quality and quantity. She emphasized that national occupational standards are key references for cultivating skilled talents; the skilled talent workforce is a crucial support for the strategy of building a strong nation through talent and plays a significant role in promoting high-quality economic development. The Party and the state attach great importance to skilled talent cultivation, while occupational standards serve as prerequisites and vital supports for effective evaluation and training work. She expressed confidence that, under the guidance of the MOHRSS Vocational Skill Appraisal Center and through the overall coordination of the Light Industry Professional Competency Evaluation Center, with the joint efforts of all experts, the formulation of this standard will be completed efficiently and at a high level, making new and greater contributions to vocational education and training in the lighting industry, skilled talent evaluation, improvement of practitioner quality, and promotion of high-quality industry development.

CALI Vice President Liu Shengping chaired the meeting and delivered a speech. She introduced that, under the guidance and support of the Vocational Skills Appraisal Guidance Center of the Ministry of Human Resources and Social Security and the China National Light Industry Council, the China Association of Lighting Industry participated in the revision of the "Classification Directory of Occupations of the People's Republic of China" (2015 Edition), successfully adding three lighting-related occupations: Luminaire Designer, Luminaire Manufacturer, and Electric Light Source Manufacturer. For many years, it has actively carried out work such as declaration, research, and drafting of standards for these occupations. She pointed out that the preliminary review meeting held today for the two national vocational skill standards "Luminaire Designer" and "Luminaire Manufacturer" is of great importance. It holds significant foundational significance for the final approval of the two standards in the next stage, as well as for training, assessment, and certification work for these two major categories of occupations. She hoped that today's preliminary review meeting would, in accordance with the requirements of the "Technical Regulations for the Formulation of National Vocational Skill Standards," carefully carry out this preliminary review to achieve the expected results.
By expert recommendation, Professor Tang Lintao of the Academy of Arts & Design at Tsinghua University was appointed as the leader of the review expert group and presided over the review process. Wang Zhuo, Secretary-General of the China Illuminating Engineering Society, represented the drafting group to introduce the background significance and status of the two professional standards, "Luminaire Designer" and "Luminaire Manufacturer", from four aspects: industry conditions, occupational overview, compilation process, and standard content. Attending experts jointly discussed and revised the two standards item by item. The expert group unanimously agreed that the draft contents of both "Luminaire Designer" and "Luminaire Manufacturer" are basically comprehensive, and the occupational level classification is basically reasonable; it is recommended that the drafting group, based on expert opinions and combining with the actual changes in industry development, improve the work content in the standards, streamline the skill requirements and related knowledge requirements in the next stage of compilation work, and after further revision and improvement, submit them to the Ministry of Human Resources and Social Security for public comment.
