Total investment of 690 million! Tender for super-large landscape lighting and energy-saving renovation project in Yunnan
Making every effort to create a new Jinghong that integrates landscape and city, and contributing to the construction of a world-famous tourist city is a key promotion task for Jinghong City. On July 13, the Jinghong Municipal People's Government and the Yunnan Provincial Construction Market Supervision and Integrity Information Network released the tender announcement for the "EPC General Contracting for the Smart and Energy-saving Renovation Project of Night Economy Infrastructure in the 'Two Rivers and One City' Urban Area of Jinghong City".
Information indicates that the project meets the bidding conditions. In accordance with the "Bidding Law of the People's Republic of China", the "Regulations on the Implementation of the Bidding Law of the People's Republic of China" and other relevant laws, regulations and rules, and having been filed with the Jinghong Housing and Urban-Rural Development Bureau, public bidding is now conducted for the EPC general contracting for the smart upgrade and energy saving renovation project of night economy infrastructure in the urban area of "Two Rivers and One City" in Jinghong City .

Construction Scale
(1) Urban Water System: Landscape lighting for green landscapes along both banks of the Lancang River, high-rise buildings, greenway squares, and bridges (Jinghong Bridge, Lancang River Bridge, Liming Bridge, Railway Bridge, Expressway Bridge). Landscape lighting for green landscapes, buildings, greenway squares, and bridges along both banks of the Liusha River.
(2) Urban landscape nodes: urban parks and squares such as the Water-Splashing Square, Peacock Lake Health Theme Park, and Mengle Rainforest Park; lighting enhancement for key urban nodes including high-speed railway stations, airports, highway entrances/exits, and road intersections.
(3) Major urban roads: Landscape lighting and smart streetlight retrofitting for Mengle Avenue, Xuanwei Avenue, Menghai Road, Mengla Road, Galan Middle Road, etc.
(4) Urban Architecture: Lighting enhancement for street-facing multi-story buildings, buildings over 10 stories, high-rise buildings along both riverbanks, and major municipal architectural landmarks in Jinghong urban area.
(5) Featured Lighting Landscapes: Creation of immersive night tours, light shows, interactive lighting, and more.
(6) Smart energy-saving retrofit: Replace the light sources and electrical components of existing street lights with energy-saving ones. Some roads use solar street lights, and lighting for high-rise buildings uses distributed photovoltaic power generation with a "self-generation and self-consumption, surplus to grid" model to provide electricity for green lighting. For green landscape lighting, all landscape lighting adopts energy-saving light sources to effectively save energy. The construction of an urban green lighting energy-saving control system, through the adoption of flexible light control and time control strategies, enables real-time digital management and control, significantly reducing energy consumption.
Tender Scale
Implements full-process Engineering, Procurement, and Construction (EPC) for the construction drawing design, equipment procurement, installation and commissioning, construction, trial operation, and after-sales service of the smart upgrade and energy saving renovation project for the night economy infrastructure in the "Two Rivers and One City" urban area of Jinghong City, and assumes comprehensive responsibility for the quality, safety, schedule, and cost of the contracted works, including but not limited to the following tasks:
Design Work: Responsible for construction drawing design of this project, preparation of complete design deliverables, submission and approval of relevant deliverables, reviews, collection of basic data, etc. Provide expert consultation, on-site coordination and follow-up services, design tracking services during the construction phase, refine construction drawings based on comments from the drawing review agency, and obtain the Construction Drawing Review Approval Certificate.
Equipment procurement, installation, and commissioning: Responsible for the construction of the smart streetlight management system, as well as the procurement, installation, and commissioning of all equipment.
Construction Work: Responsible for the construction of the smart and energy-saving renovation project for night economy infrastructure in the "Two Rivers and One City" urban area of Jinghong City (specific content subject to the final approved construction drawings), including project completion acceptance, handover, commissioning, archiving of project documentation, defect rectification and warranty services during the warranty period, and assisting the Employer in obtaining administrative approvals such as construction permits, safety supervision registration, and quality supervision.
Commissioning: Upon project completion, the Contractor shall carry out the commissioning of this project as required by the Employer.
After-sales service: The Contractor shall be responsible for equipment operation training until the Employer's equipment operators and technical workers have fully mastered the equipment operation. The Contractor must respond within 1 hour after receiving the Employer's after-sales service request and arrive at the project site to provide after-sales service within 24 hours.
Total investment: 689.8069 million yuan.
Funding sources: Raised through various methods including applying for superior special funds, local matching funds, and revenue from later-stage project operations.
Planned construction period: 300 calendar days, including all working time required for engineering design, equipment procurement, installation and commissioning, and project construction (excluding trial operation time).
Construction site: Jinghong City built-up area.
Partial Bid Qualification
(1) Design qualification requirements: Bidders shall possess Class A Comprehensive Engineering Design Qualification, or Class A Specialized Lighting Engineering Design Qualification, or Class A Engineering Design Qualification for the Construction Industry, or Class A Engineering Design Qualification for the Construction Industry (Building Engineering), with independent legal entity status.
(2) Construction qualification requirements: The bidder shall possess Grade I professional contracting qualification for urban and road lighting engineering, and hold a valid work safety license.
The proposed EPC project manager shall be the same person as the construction manager.
The proposed design manager shall hold a valid registered practicing certificate for Electrical Engineer (Power Supply and Distribution) and must be an on-the-job employee of the bidder; in the case of a consortium bid, the design manager shall be an on-the-job employee of the enterprise with design qualifications.
The proposed construction manager shall hold a valid Class I Constructor registration certificate in Electromechanical Engineering or Municipal Public Works, as well as a Safety Production Assessment Certificate. They must not serve as the construction manager for any other ongoing construction projects and must be an employee of the bidder. In the case of a consortium bid, the construction manager must be an employee of the enterprise possessing the relevant construction qualifications.
The proposed technical manager for construction shall hold a senior professional title certificate in a field related to mechanical and electrical engineering and must be an incumbent employee of the bidder; in the case of a consortium bid, the technical manager for construction shall be an incumbent employee of the enterprise possessing construction qualifications.
The proposed procurement manager shall hold a valid Class I Constructor registration certificate in either Electromechanical Engineering or Municipal Public Works Engineering, and must be an employee of the bidder. In the case of a consortium bid, the procurement manager must be an employee of the enterprise possessing construction qualifications. Once appointed, the Project Manager, Design Manager, Construction Manager, Construction Technical Manager, and Procurement Manager shall not be replaced without authorization; if the bidder replaces any of these personnel without authorization, their bid shall be deemed invalid.
This tender accepts consortium bids.

Obtaining Bidding Documents:All bidders intending to participate shall log in to the Xishuangbanna Prefecture Public Resource Trading Electronic Service System with their enterprise digital certificate (CA) to obtain the electronic bidding documents from July 13, 2022 to July 19, 2022.
