2022 Taishan Technology Forum (17th Session) — Night Economy Boosts Ecological Protection and High-Quality Development in the Yellow River Basin Held in Jinan

On June 28, 2022, the 331st Taishan Science and Technology Forum—Night Economy Boosting Ecological Protection and High-Quality Development in the Yellow River Basin was held in Jinan. Vice Minister Kong Haisheng of the Department of Learned Societies of the Shandong Association for Science and Technology, Professor Wang Degang, Vice President of the China Tourism Association and President of the Shandong Tourism Industry Association, Shang Yuxuan, Executive Vice President and Secretary-General of the Shandong Tourism Industry Association, An Boshou, Secretary-General of the Jinan Tourism Industry Federation, relevant leaders from comprehensive law enforcement, municipal landscaping, outdoor advertising, urban lighting, and management service departments in cities such as Qingdao, Weifang, Yantai, Jinan, Zibo, and Liaocheng, heads of the CPC Branch, Council, and Supervisory Board of the Shandong Lighting Society, standing council members, council members, and representatives of corporate member units, relevant tourist attractions under the Shandong Cultural and Tourism Group, heads of relevant tourism towns in Jining and Liaocheng, experts and professors from Shandong Jianzhu University and Qilu University of Technology, and leaders of relevant architectural and planning design institutes and Class A lighting design institutes in Shandong attended the meeting.

Secretary Wu Enyuan of the CPC Shandong Lighting Society Branch chaired the opening ceremony of the Forum. He pointed out that Shandong is where the Yellow River rushes into the sea, an economic powerhouse in the Yellow River Basin. Leading the way and creating a new situation for a better future in the Yellow River Basin is the lighting society's unshirkable responsibility.

Deputy Minister Kong Haisheng of the Department of Societies, Shandong Association for Science and Technology, delivered a speech at the opening ceremony. Excerpt as follows: On the eve of the nationwide celebration of the Party's birthday, we are holding the Taishan Science and Technology Forum to support ecological protection and high-quality development in the Yellow River Basin, which is highly meaningful.


In October 2021, General Secretary Xi Jinping visited Shandong and convened a symposium in Jinan on deepening the ecological protection and high-quality development of the Yellow River Basin. He encouraged Shandong to strive to achieve 'being ahead in three areas,' continuously improve people's livelihoods, promote common prosperity, and open up new prospects for building a modern socialist strong province in the new era.


The Taishan Technology Forum is an academic exchange brand organized by the Provincial Association for Science and Technology. Under the hosting of various provincial learned societies, it provides scientific decision-making and intellectual support for the integrated development of science, technology, and economy in our province. Shandong is a major province in both economy and culture, as well as a large consumer market. The night economy integrates leisure, tourism, culture, dining, shopping, and other service consumption, serving as a barometer of urban vitality. Developing the "night economy" is a powerful measure to boost urban consumption demand and promote industrial structure adjustment. The pandemic caused a loss of blood to consumption; to revitalize consumption momentum, we must not only "transfuse blood" into the impaired consumption market but also enable the consumption market to possess its own "blood-forming" function. This session of the Taishan Technology Forum held discussions on the theme of "Night Economy Boosting Ecological Protection and High-Quality Development in the Yellow River Basin," reflecting the proactive initiative and sense of responsibility of the Shandong Lighting Society.

Shang Yuxuan, Executive Vice President and Secretary-General of the Shandong Tourism Industry Association, stated that the Shandong Lighting Society and the Shandong Tourism Industry Association are closely cooperating friendly social organizations, and the Shandong lighting industry has made significant contributions to the development of night tourism economy in Shandong Province.


Deputy Director Cao Zhiyan of the Qingdao Outdoor Advertising and Lighting Development Center delivered a speech, stating that as a tourist city, Qingdao has always been at the forefront in terms of night economy. Especially before the Shanghai Cooperation Organization Qingdao Summit, urban renewal and landscape lighting further ignited Qingdao's night economy. In the post-pandemic era, Qingdao's nighttime light environment needs to be further improved. We hope that the experts and scholars present will offer suggestions and work together for development.


Secretary-General An Bo of the Jinan Tourism Industry Association stated that the night economy, which supports high-quality development in the Yellow River Basin and aligns with the industry's needs in Jinan, will see the Federation make every effort to contribute to co-creation, integration, sharing, and mutual benefit among all sectors of the night economy.

This forum invited experts to deliver 5 keynote speeches, selected 8 papers from the forum's call for papers, and had a total of 13 guests give thematic presentations and case studies at the Forum.


中国旅游协会副会长、山东省旅游行业协会会长、山东省人大常委会立法顾问、山东大学旅游产业研究院院长王德刚教授做了题为《夜经济六要素—消费视角下的夜经济体系》的重要报告。


The report lists numerous real-world cases, analyzing the consumption characteristics and supply organization of night tourism, night entertainment, night learning, night dining, night care, and night shopping from the perspective of consumption-driven growth. It elaborates on the connotation and key points of the policy support system. The report states: Night economy is a naturally existing and evolving economic phenomenon. Contemporary cities objectively exist with and require a night economy. Factors such as city size, spatial distribution patterns, climate characteristics, economic features, and cultural traditions all influence the scale, characteristics, and main business formats of the night economy. Policy leverage can play an active role in promoting and regulating the development of the night economy, but it is not the decisive factor; the critical foundation lies in residents' consumption capacity and consumption habits.


To develop the night economy, in addition to building a relatively complete industry system, it is also necessary to have supporting infrastructure and service systems. Night economy + night views form a perfect combination, while security + public transportation provide the foundational guarantee.

Comrade Du Yi, Professor and PhD supervisor at the Academy of Arts & Design, Tsinghua University; Deputy Director of the Indoor Lighting Committee of the China Illuminating Engineering Society and the Design Education Committee of the China Interior Decoration Association; recipient of the Beijing Advanced Individual Award for the 2022 Winter Olympics and Paralympics, delivered a keynote report titled "The Artistic Semantics of Nightscape Lighting at the Beijing Winter Olympics" to the Forum.


The report points out that design often treats lighting as a functional means, because light enables us to see the environment and things in darkness. However, in the artistic semantics of the environment, light is a noun, pronoun, and adjective, and even more so, it constitutes the subject, predicate, and object of sentences. Light and environmental elements form an overall artistic semantic of the environment with narrative content. The landscape lighting for the Beijing Winter Olympics not only needs to illuminate the city of Beijing at night, adding vitality to Beijing's winter nights, but also needs to interpret the Olympic spirit, the theme of the Beijing Winter Olympics, and the message China wishes to convey to the world. The lecture will focus on the urban landscape lighting design for the Beijing Winter Olympics, addressing the application and design techniques of light within the artistic semantics of the environment.

Luo Yuxia, Dean of the Design Institute and Senior Engineer at Shandong Tsinghua Kangli Urban Lighting Research and Design Institute Co., Ltd. Deputy Secretary-General of the Shandong Lighting Society and member of its Expert Committee; specially appointed expert for the Landscape Lighting Professional Committee of the China Association of Lighting Industry (CALI). Delivered a keynote speech titled 'How to Revitalize Night Tourism Economy'. The presentation combined classic cases from projects in night tourism planning and design that she personally participated in, which brought social and economic benefits to cities after implementation. She elaborated that policy support and guidance are essential means to revitalize night tourism; using technical methods, art, and technology to highlight IP characteristics and diverse needs to create nightscape lighting; paying special attention to the demands of young consumers by opening late-night business zones, 24-hour convenience stores, and characteristic dining districts such as 'Late Night Cafes'; leveraging light technology development to create immersive experiences, virtual shooting scenes, performances, and other multi-type consumption experiences combining online and offline channels; identifying hotspots to develop customized night tourism products, gradually forming leisure-oriented nighttime entertainment zones.

The lecture argues that the night-time economy is a systematic project; research, planning, design, implementation, management, and operation—each link is equally critical.

Jiao Shengjun, Executive Dean of the Smart City Research Institute at Qilu University of Technology, Professor of Lighting Industry, Senior Engineer, Deputy Secretary-General of the Shandong Lighting Society, Deputy Director of the Expert Committee, Special Expert of the Landscape Lighting Professional Committee of the China Association of Lighting Industry (CALI), and Outstanding Leader in Chinese Landscape Lighting for 2020. Jiao Shengjun delivered a speech report titled 'Breaking Boundaries: Integrated Development of Smart Lighting' at the Forum and gave a keynote speech on 'Night Parks and Night Economy Development under the Background of Urban Renewal'.


Paper elaboration: As a key entry point for smart city construction, how should smart lighting embrace the Internet and use it to drive its own corporate transformation and promote industry-wide transformation? Market opportunities are not manufactured; they require us to discover them together. We must not only see the convergence and integration of all things but also find our own unique roles.


The lecture argues that urban parks are an important component of urban facilities. Night-view parks are a broad concept: by investing the minimum cost to enhance the park's night-time lighting environment, previously fixed, rigid, and idle citizen leisure and recreation areas at night can be illuminated, activated, beautified, and revitalized, unleashing new momentum and bringing greater happiness to citizens. Night parks are an important part of urban renewal. However, creating night-view parks must follow green, environmental protection, and energy-saving principles, adapt to local conditions, create a lighting environment suitable for residents' evening leisure, sports, and entertainment needs, and guide night-time consumption momentum.

Standing Council Member of the Shandong Lighting Society, Vice Chairman of the Building Electrical Professional Committee of the Shandong Survey and Design Association, and Expert Committee Member of the Shandong Intelligent Building Technology Expert Committee. Delivered a keynote report titled "Green lighting and the Night Economy".

The report focuses on key points in multiple general standards issued by the state since 2021 that impact green lighting design, mainly including: requirements for luminaire energy efficiency class and ingress protection (IP rating), adjustments to architectural lighting power density limits, requirements for indoor lighting and outdoor lighting intelligent control, factors influencing healthy lighting, the importance of outdoor lighting controls in mitigating light pollution, and key safety considerations for outdoor lighting distribution. Elaborating on these points helps effectively implement the principles of green lighting—energy saving, environmental protection, high efficiency, comfort, and aesthetics—to maximize the quality of night economy lighting and promote the healthy development of the industry.

Wang Shuping, Senior Engineer, R&D Director of Everbright Energy Saving Lighting (Shenzhen) Co., Ltd., part-time enterprise teacher at Shandong University of Science and Technology. The lecture topic is 'Smart City Construction Based on Smart Street Light Poles'.


The lecture centers on the core concept of 'co-construction and sharing', integrating various cutting-edge technologies and applications. Through a smart pole management platform, it achieves device management, information collection and analysis with real-time display, data fusion, and transformation into services, promoting cross-departmental and cross-business domain collaborative office work. As a typical entry point for smart city applications, smart poles provide intelligent responses to diverse needs including livelihood, environmental protection, public safety, urban services, and industrial/commercial activities. Through the smart pole management platform, management efficiency can be improved, operation and maintenance costs reduced, social energy conservation and emission reduction implemented, beautification of smart city construction achieved, smart city management and operations realized, and harmonious, sustainable urban development promoted.

The title of his speech is 'Light Defines a New Era for the Industry'.

The presentation revolved around the Winter Olympics' requirements of 'simplicity, safety, and brilliance', utilizing green and advanced lighting technology to successfully complete multiple projects ranging from the National Stadium (Bird's Nest) to the Winter Olympics cauldron, from the Beijing Winter Olympic Village to the Zhangjiakou Chongli Taizicheng Ice and Snow Town.
