He Ye, Vice President of the China National Light Industry Council and Chairman of the China Association of Lighting Industry(中国照明电器协会), attached great importance to the compilation of the "White Paper" and specially wrote the "Preface" for it. In the "Preface," she pointed out that 2020 and 2021 were stages of special significance in China's economic and social development. Facing the severe and complex global pandemic and external environment, the Chinese lighting industry fully implemented the new development concept, overcame multiple adverse factors such as global supply chain disruptions, chip shortages, soaring costs, power rationing in production areas, and significant exchange rate fluctuations, achieving an average annual growth rate of 4.3% over the two years. It achieved steady progress, with the industry scale reaching 680 billion yuan, a historic high, and accounting for more than 60% of the global market share, further consolidating China's position as the global manufacturing center and supply chain hub for the lighting industry, demonstrating strong development resilience and growth potential.

At the same time, the Chinese lighting industry still faces many bottleneck issues restricting high-quality development, such as intensifying competition, rising costs, sluggish demand growth, and weak innovation capabilities, and the entire industry faces a new round of challenges in transformation, upgrading, and innovative development.

She emphasized in the "Preface" that although the industry faces many challenges, the fundamental trend of China's long-term economic improvement and the basic scale advantage of China's lighting industry have not changed. Lighting products remain a rigid demand in national economic life, and new development directions such as intelligent health, green and low-carbon, emphasis on design, embracing capital, focusing on niche markets, building brand ecosystems, and transitioning from product manufacturing to solutions and system services have endowed the industry with more added value and room for imagination. At the same time, a series of policies launched by the state to stabilize the overall economy and investments in major projects such as new infrastructure and urbanization have brought unprecedented opportunities to the industry.

Under this situation, the entire industry should fully implement the new development concept, accelerate the construction of a new development pattern, take intelligent, healthy, green, low-carbon, and people-oriented lighting systems as the main direction, driven by technological innovation, based on building a modern, safe, and efficient supply chain system, thereby promoting high-quality and sustainable development of the entire industry.
